Up To 6.5 Million Square Feet In Dense, Walkable Miami Innovation District

Michael Simkins’ goal for the Miami Innovation District is to create an area conducive to a tech hub by providing amenities that surpasses anything that currently exists in Miami.

To accomplish this he has tapped SHoP Architects and West 8, who are creating an environment that will be comparable to, and perhaps exceed, other similar districts throughout the world.

They are focusing on designing a neighborhood from the ground up, with density, walkability and diversity of uses among the key aims. The Special Area Plan will be spread over ten acres on four blocks and include:

3,850,000 square feet of office space
2,400,000 square feet of residential space
250,000 square feet of retail
2,500 parking spaces


The district is to be divided among different levels:

Commons level at the ground floor, consisting of building entries and public passages

Campus level with large floor office plates and indoor gathering spaces
Horizon level, which will be dominated by an extensive green-roof landscape with outdoor gathering and cultural programming

Cloud level, a signature feature of the district will be the. Each tower will be connected to another 200 feet above ground, with amenities such as day care, exhibition and work spaces on that level, acting as a ‘mixing chamber’ for workers and residents.

Approval is expected later this year.

Could be that they are planning sort of a connector between the towers. An extension where one can walk from one tower to another without ever going to the streets.

Miami Innovation District developers betting big on Miami’s tech future

“Miami is on everybody’s radar,” Simkins said recently from his family’s Miami Beach offices. “The question that comes around is, what is needed? What do we need to move the ball? My answer to that question is a major technology company.”

And Simkins, the scion of a paper manufacturing magnate, believes his family is positioned to make that happen. Companies belonging to the family and their partners own more than a dozen properties in an area south of Interstate 395 known now for nightclubs and drab, box-like buildings. Last month, they submitted plans to the city for a special district designed by SHoP Architects, which also designed an “innovation hub” in Botswana and aspects of the Konza Techno City in Nairobi, Kenya.

SHoP has planned a complex that includes a quarter-million square feet of retail, 2.4 million square feet of residential units, and nearly 4 million square feet of office space with performance and exhibition zones geared toward incubators, start-ups and the globe’s largest technology firms. Apartments include “micro” 300-square-foot units marketed to millenials. The shops and offices would be tucked into buildings that curve and rise above an almost floating, horizontal mall where architects envision innovators collaborating.

“I haven’t seen the details,” said Manny Medina, the founder of eMerge and former owner of Terremark, which runs the NAP of the Americas server hub next to Simkins’ properties. But, he added, “there’s no question in my mind that the need is there.”

The $250 million Miami Innovation Tower — a 633-foot beacon with restaurants, observation decks, and a bottom floor amphitheatre — would be the center piece of the district. Simkins projects the site would get 1.2 million visitors each year.

It has been derided by activists as the ugliest building ever designed in Florida, and Miami’s mayor says he was “blindsided” when The Herald first revealed the details of the project last month. But Simkins and SHoP co-founder Bill Sharples say the opposition to the project is due to a lack of understanding and context.

“I think there’s just a lot of people looking at it like what they think it can be based on their experiences, and obviously the first experience they think of is the bright lights of Times Square,” said Sharples. “In the context of what we’re thinking about, it’s got to be something different. It’s got to be something unique. It’s got to be something nobody has seen before.”

Sharples envisions a tower that functions as something more sophisticated than a money-maker, with the potential to act as a promotional tool for tech companies, an Art Basel installation and public messaging machine. His team is still playing with the tower’s materials and technology — he says even calling it an LED tower is probably outdated — and they’re not yet sure exactly how art, public messaging and lucrative advertisements will mesh. But they know this:

“We wouldn’t have taken the job [if it were a billboard], and that’s not how it was presented,” said Sharples. “There was no way this office would have done a billboard. There’s just no way. That’s not what this office is about.”

Rather, Sharples says the tower is supposed to function in the context of the district, with its green roofs, expansive oculi and outdoor promenades. He believes, like Simkins, that the district will fill a void of large, cohesive office space that has kept major technology companies away.

Simkins pointed to a recent study by commercial real estate firm CBRE that found that Miami is 50th out of 50 among large office markets in terms of tech-talent growth. The firm also found that technology companies are leasing office at a faster pace than other businesses in Miami, and are poised to increase in number.

“The reason we’re 50 out of 50 is there’s no location for these companies to come here,” said Simkins, who hopes to break ground on the Innovation Tower in about one year.

Innovation Tower developer pushing forward amid new Miami proposal

The developer planning a 633-foot observation tower equipped with electronic murals is moving his plans forward even as the mayor of Miami talks of slowing him down.

Michael Simkins’ Innovate Development Group applied this week to Miami’s building department for a permit to erect five large electronic signs embedded within the skin of the tower’s twisting facade and mounted along its pedestal. The signs, which would flash advertisements as well as public art and messages, are as large as 30,000 square feet and would be visible from Interstates 395 and 95.

The high-tech tower is envisioned as the centerpiece of a 10-acre technology district around 10th Street and Northwest First Avenue. Simkins expects to go before the city’s Southeast Overtown Park West Community Redevelopment Agency on June 29 to finalize a crucial community benefits agreement that, when last made public, included $5 million in upfront payments to the redevelopment agency and at least $1 million every year after it opens.

“The CRA board has to accept the benefits [for the project to move forward], but we submitted our permit because we are looking at a bigger picture,” said Simkins. “We’re looking at an innovation district as a whole, with 7.4 million square feet and 13,000 high-paying jobs to downtown Miami. And we’re hoping to start phase one in June” of 2016.

Simkins stressed that he’s followed the “letter of the law,” in part because critics have accused him and the Overtown CRA of quietly negotiating his project for months without involving the public.

When city commissioners considered his project in April in their capacity as CRA board members, they decided that they didn’t need to vote on the tower’s signage and then deferred a vote on the community benefits agreement. Audience members weren’t allowed to speak, and left the meeting wondering if they’d lost their only chance to comment on the project before it was approved.

That would seem a moot point now, with Simkins going back to the CRA board for another hearing. County ethics commissioners began poking around after receiving complaints but decided they had no reason to pursue the issue further.

Still, Mayor Tomás Regalado says he doesn’t believe the CRA should be given the power to approve a billboard tower. Previously, a similar project in the Omni area went before the Miami City Commission. But under Miami law, the executive director of the Overtown redevelopment agency is tasked with reviewing and approving a “media tower” in the redevelopment area, and its correlating public benefits.

This week, at Regalado’s behest, Miami’s legal staff released two pieces of legislation that would repeal the laws that place the authority with the redevelopment agency, and replace it with a new zoning code that requires city commission approval.

“I think it’s unfair for the residents, that they won’t be able to participate in public hearings,” said Regalado, who was accused of fast-tracking the proposed billboard tower in the Omni several years ago.

At first glance, though, activists who hailed Regalado in April for his position on the Innovation Tower are cringing at the legislation. Peter Ehrlich, a member of anti-billboard group Scenic Miami, said Wednesday after reading Regalado’s legislation that he worries it would actually allow for more billboard towers with less scrutiny.

“This legislation is horrible,” he said.

Simkins’ attorneys don’t believe the proposed legislation would even apply to the project should it be approved, since Simkins has submitted his plans to the city and the CRA.

City Attorney Victoria Méndez couldn’t say Wednesday whether she agrees. But in late April, her office issued a legal opinion stating that Simkins must still receive administrative approvals for his project, including the approval of a warrant, which can be appealed.

Mediation ahead for Miami and Innovation Tower developer

In what may be a precursor to litigation, Miami Big Block filed a claim Friday under Florida’s Land Use and Environmental Dispute Resolution Act to save its Miami Innovation Tower. The three-sided, 633-foot structure is designed to twist upward from Miami’s Park West neighborhood, where the developer has plans for a 10-acre technology district. Big Block Miami, led by Miami Beach’s Michael Simkins, has been planning the project for years, guided by a city zoning code that contemplated a “media tower” on Northwest 10th Street and First Avenue.

But after Simkins inked a multi-million-dollar covenant with a city redevelopment agency and applied for permits, Miami commissioners repealed the law allowing the project and declined to clarify whether the Innovation tower would be grandfathered under the old code or made illegal. Then last month, Miami’s city attorney indicated that the city wouldn’t process Simkins’ permit applications for five digital signs unless the developer first received assurances from the county and state that “all potential issues” with the project were addressed.

Rather than seek out meetings with the county and state, the developer filed a claim Friday that state law requires the city and developer to enter into a public mediation with a special magistrate in about two months. Ultimately, the two sides can enter into an agreement, or if no compromise is reached the mediator can issue a recommendation to the Miami City Commission. The process was used recently to resolve a high-profile dispute over a planned commercial project on the Lincoln Road Mall, in the courtyard of the Miami Beach Community Church.

“Everything has been trending in the direction of resolution, and this is a statute that focuses everyone’s energy on resolution as opposed to conflict,” said John Shubin, attorney for Miami Big Block.

Miami City Attorney Victoria Méndez declined Monday to respond to the filing.

“We just got it Friday,” she wrote in a text message. “We need to review it further.”

Simkins’ project has been embraced by some in the tech community and in Overtown, where he has pledged to pay $5 million to a redevelopment agency by the time the tower opens and at least $1 million every year after. Critics, however, recoil at the idea of a Vegas-style tower in the heart of Miami. And Miami-Dade Mayor Carlos Gimenez says the project isn’t allowed under county law.

Demolition Underway At Innovation Tower Site After City Condemns Structures

All were condemned by the city in recent months, prompting the demolition.

Miami Big Block, LLC filed plans to build the Innovation Tower last year, but the project’s legal status is still unresolved. Shortly after the plans were filed, Miami’s commission voted to repeal the part of the zoning code that enabled the LED tower.

After the commission vote, the developer filed a claim under Florida’s Land Use and Environmental Dispute Resolution Act in order to force mediation with the city. According to developer Michael Simkins, mediation is still ongoing.

Demolition Underway At Innovation District Site; Developer ‘100% Committed’ To Build

The developer of the proposed Miami Innovation District is preparing to demolish the former Greyhound Bus facility in Park West.

Innovate Development Group CEO Michael Simkins told TNM that work is now underway to remove an FPL Vault on the property, located at 1151 Northwest 1st Avenue. The vault removal will take about two weeks, and all of the buildings on the site will be demolished once completed.

The developer paid $54 million for the Greyhound property in 2014.

Simkins said that the developer is 100% committed to bringing the Miami Innovation District to the 10 acres that his company owns in Park West.

Yeah 10 acres worth of it will probably take a while. But slowly it will fill in. I doubt as fast as Miami World Center, but akin to Hudson Exchange in Jersey City in terms of how it will be developed. Overtime, more towers will be added and revealed.

Innovation District Property Has Been Cleared

The 4.8-acre property was once used as a Greyhound Bus facility. Those buildings were demolished over the past few months.

Innovate Development Group purchased the site in 2014 for $54 million. The company controls about 10 acres in the area, and CEO Michael Simkins told The Next Miami in November that he is 100% committed to bringing the Miami Innovation District to the area.

It'll be back eventually. Sometimes teaser sites don't work. Usually because they are being worked on. Given that the parcel is cleared, maybe new renderings will come out soon!

Miami’s Offer To Amazon: A City Within A City

Amazon is being offered a combination of the Miami Innovation District and the adjacent Miami Worldcenter as a single supersite for their HQ2 campus, TNM has learned.

The Innovation District/Worldcenter site is one of eight sites offered to Amazon in the Miami area, including five in Miami-Dade and three in Miami city limits (lawyers for the Beacon Council have blocked our attempts to obtain the full proposal).


It offers intense zoning density, enough to allow employees to not only work but also to live on or near campus. In total, nearly 23 million square feet of space is planned between the two developments, including office, residential, retail and hotel – creating a live, work, and play environment.

Since the property is within Overtown Community Redevelopment Area boundaries, the sites would be eligible for Tax Increment Financing, which could exceed over $1 billion in value.

The campus would be have excellent transit connectivity:

Brightline high speed rail service to Fort Lauderdale and West Palm Beach (2018), Orlando (2020) and beyond
Tri-Rail to Broward and Palm Beach counties
Metromover throughout Downtown and Brickell
Metrorail, including airport access
I-95
In the immediate surrounding area:

Marriott Marquis Hotel – 1,800 keys, 500,000 square feet convention space (in development)
MiamiCentral – retail, office, residential and transit hub (2018)
Museum Park – Frost Museum of Science, Perez Art Museum
Arsht Center for Performing Arts
