I've been trying to match the angle with Google Earth, using the reference point of where the roof of the Hall of Justice intersects with the left edge of the City Hall tower.
I think this view is from Mount Lookout, an area that was wiped out by the construction of Dodger Stadium. Here's a map:

Of the two wide streets at the bottom of the map, Chavez Ravine Road is now Stadium Way, and Lilac Terrace is still Lilac Terrace. Everything north of that is Dodger Stadium property. All those twisty roads marked Mount Lookout are now the parking lot in front of Dodger Stadium.
Here's a modern view - I have marked two possible viewpoints with red squares:

Going north from Lilac Terrace, there is a hillside, then a level of parking lot, then another small hill up to a higher level of parking lot that encircles Dodger Stadium. I think your best bet for recreating the angle is going to be that upper level parking lot, straight out from the front of the stadium. That's the upper red square marker. You could also try the edge of the lower parking area, that looks down onto Lilac Terrace. I marked a second possibility towards the bottom of the pic - there's an empty hillside above Chavez Ravine Place, next to the Kaiser Mental Health Center. I think that anything else with a similar line of sight is going to be too low, blocked by buildings or hillside.
