Like any major french city, in fact the difference of Paris with the other french cities is its large asian community (it is also the case of Lyon or Marseille) and the amount of people from everywhere around the world.

Yes because most minorities are french citizen, so they vote and because they represent a large part of Paris population, they have big influance.
No, because there is too few minorities important politics men or women.
In France there is such thing as white, black, arab, asian, muslims, christian, man, woman... etc vote.
Minorities generally vote in left wing and the left parties don't do enouth effort to integrate non white in the politics.
The conservative and heavly christian arrondissement like the 7th have a muslims woman mayor but a non white majority municipality like Saint Denis have a white mayor.
It is not due at the lack of the non white candidate in for Saint Denis (most were non white) but because the communist candidate was white.
It is not so much a problem of racism but the lacks of effort of politics party to integrate more minorities.
So we need to wait a quite long time yet before seeing a french Obama.

A way better that we hear in the media.
Most minority are french and view as french, of course often of french with XXX foreign origin, something that don't shock in USA because everybody claim foreign ancestry but it is not the case for France. (Even if a large part of french population have foreign origin, even having a french name don't want to say that you don't have an immigrant background. It is a little secret).
Interracial couple are really common, and there is many minorities with high jobs (it was already the case in 2005 but it really increased).
There is not really racial tension in france, it is mostly huge social tension and it didn't changed at all.
The situation in worst estaste are always as bad.
