How to tell a pretty building apart from an ugly building?

How can you tell great-looking architecture from bad-looking architecture? By ugly, I don't mean corroded like Detroit's apartments, I mean the ones that were born ugly once completed. The Chrysler Building, from what I've heard, is 82 years old and still good-looking. While the proposed 600 m Eye in the Sky Tower for Oakland is said to be ugly for most people. How can you guys tell in your opinions?

Tacky details, mismatching colours, cheap cladding, trying too hard to be unique, too many exposed mechanical units, etc.
Many people also determine if a building is ugly based on its country. If they hate the country it is in, they will call the building ugly.

A building ends up ugly if:

- It uses tacky and displeasing proportions that run counter to traditional theories of aesthetics. Alot of faux historic new builds make this mistake.

- It uses crappy materials in an uncreative way which makes the building look bad.

- Its artistic statement is offensive. People don't realize that all architecture is a work of art, but even if they don't it still effects them emotionally and subconsciously communicates its message. When I find that message distasteful, I consider it bad architecture.

Having gone to design school, I look for a certain number of things

1. The most important thing is whether it is possible to distinguish a unifying thought, or a unifying idea, and whether that unifying idea is carried out skillfully throughout. The most delightful aesthetic moments, for me, is when the beauty and grandeur of imagination meets mundane reality in an elegant way. Obviously not every idea is a good idea and the apparent skill of the architect matters.

2. The proportions of the building matter, as does it's respect for its context and its inhabitants. If is see a building which obviously serves as a monument to either the architect's ego or to developers' greed, I'll admit its value but I likely won't like it very much. To me, beautiful buildings need to be well-thought out urbanistically.

3. Urban context, the mood of the day, the photographer's skill (if looking at an image), the age of a building (as it manifests itself aesthetically via aging of the building materials), my knowledge of the social context in which it rose, etc etc, all those things matter and greatly muddle any sense of pragmatically assessing the "beauty" of a building.
