Buckminster Fuller had some interesting visionary proposals. Here is one for a floating city, AKA Cloud Nine:



From Cabinet Magazine:

1958 Buckminster Fuller proposes the Cloud Nine project, a levitating city of tensegrity spheres, each a mile in diameter. Because the surface-to-volume ratio of such spheres would be vanishingly small, Fuller calculated that if trapped solar energy raised their internal temperature by a mere one degree, they would be able to float like balloons.

In 1956, the visionary architect Frank Lloyd Wright sketched out plans for The Illinois, a mile-high skyscraper that would accommodate 100,000 people, parking for 15,000 cars and enough office space to house the entire state government. Sheathed in aluminum and stainless steel, Wright's 528-story edifice could have been built, he believed, with available technology. But a significant barrier stood in the way: the required elevators would have taken up too much space.

Transcending Type-Stadium

Designed for the U.S. Pavillion at the 2004 Venice Biennale, the stadium design explores the potential of an urban stadium to accommodate throngs of people and disappear when not in use. The proposed structure would employ a kinetic seating bowl, lifted 30 floors above street level, comprised of a series of transforming seating and support elements, many constructed to fold into the adjacent high-rise buildings in a dense urban center.
