There are a ton of factors to juggle when talking about a relocation. Not saying AbbVie will do it, but there's just a lot to consider when relocating. My time in NY has taught this big time - a lot of my co-workers live in suburban NJ or Long Island and some orgs I work with have moved offices 2 times now, and looking at a 3rd coming up. The next relocation will increase many peoples' commute times by 30-45 minutes even though only a few miles separate the offices. There are many people who are not happy but the org doesn't really seem to care enough to re-consider. The business justification outweighs that.
I think some of the major factors are usually how much of the senior leadership opposes it, and basically how easy it is to replace someone who would leave as a result. I'm not just talking about a given area's talent pool but also domain knowledge. If the true senior leaders are willing to do it, then it just seems like the others who complain are less of a factor at that point even if they are in some sort of not-as-senior management.
It's really not as simple to a lot of companies with $$ in areas with a deep talent pool hearing about various employees who do not want to do it. I am guessing McDonald's went through the same rounds when they were factoring in.
And to be honest, I cannot see a company like AbbVie leaving either but you never know.
