Even in 1980 the other side of downtown (not shown) was quite built up, although the boom didn't really become impressive until a couple of years later.

And of course, for years, there have been multiple skylines around the city, the most impressive ones being Uptown and the Med Center. So it's not just "starting to look like an actual city". It's been getting that way for a long time.

From a landing at Fort Lauderdale airport: Guitar Hotel in the left foreground, Hallandale Beach, Hollywood Beach, Aventura, Sunny Isles Beach (the big group), Bal Harbour, Miami Beach....all the way down to Miami in the far top of the pic. You can probably make out Coral Gables even farther to the top right.
