There are set backs required as per the code but I'm inclined to think that the frequency of set backs that we see was intentional and part of the design. hence the frequency of how many set backs goes above and beyond what was required. If you look at the base height of the surrounding towers or other towers rising on the UWS, the code is not that stringent that you need 10+ set backs over a relatively short height for a building past the base.
