Never mind, there won't be a physical building to shake one's fist at, so everything will be all right.

I'm not convinced that the addition of internet gaming is a significant strategic shift. I'm sure OLG will continue its efforts for b&m casino developments. Internet gaming will be another revenue stream.

Yep, internet gaming has been in their plan from the start. This is not new.

Online gaming was part of the picture well before the OLG Modernization Plan was rolled out in March 2012 — months, in fact, before the OLG was even directed to undertake the strategic business review that led to the plan. It was announced as a priority by the province over four years ago and was expected to have been live two years ago:

“Globally, Internet gaming has become a prominent trend,” said Finance Minister Dwight Duncan on Tuesday.

The Ontario Lottery and Gaming Corporation will undertake an 18-month consultation and implementation process.

“It is an inevitable step in the ongoing transformation of the OLG,” Paul Godfrey, chairman of the OLG, told a news conference at Queen’s Park. “We will move forward, and we will do it with great care.”

Mr. Duncan said Ontario gamblers already spend about $400-million per year on unregulated Internet gaming providers that make up a “grey market” and are mostly located offshore.

Currently, no private provider is authorized to operate in Ontario. “This means money is flowing out of Ontario,” Mr. Duncan said. He said the province asked OLG to develop a “socially responsible and secure” gaming site that includes safeguards and “encourages responsible gaming.”

Officials estimate that in the fifth year of operation, the site could start to bring in $100-million annually. “This is about competitiveness in the industry,” Mr. Duncan said. “The initial figures are relatively modest.… It’s more about competitiveness of OLG going forward and ensuring that it continues to be a reliable source of revenue for the province.”

TORONTO, ON – The Ontario Lottery and Gaming Corporation (OLG) today announced the appointment of Stephen Rigby as President and Chief Executive Officer, starting January 5, 2015.

“Stephen Rigby was chosen for his skills and experience in leading organizational change,” said Philip Olsson, Chair of OLG’s Board of Directors. “The Board is confident that Mr. Rigby has the ideal experience for the job and will follow through on OLG's renewal plan. Under his leadership, OLG will keep its focus on responsible gambling while building a strong lottery, gaming, charitable gaming and iGaming industry.”

Mr. Rigby has led major transformations as President of the Canada Border Services Agency and in the role of Associate Deputy Minister of the Department of Foreign Affairs and International Trade. Most recently, Mr. Rigby was the National Security Advisor to the Prime Minister of Canada.

As OLG’s new President & CEO, Stephen Rigby will lead an organization supported by 7,000 employees throughout the province. OLG is responsible for 24 gaming sites and sales of lottery products at approximately 9,800 retail locations. At approximately $2 billion annually, OLG provides the Ontario government with its largest source of non-tax revenue. Modernization will help OLG provide more money to Ontario for health care and education. Mr. Rigby will also lead OLG as it integrates horse racing into the provincial gaming strategy to further the Ontario government’s commitment to a sustainable industry.

GTA Gaming Bundle RFPQ Submission Deadline Extended

TORONTO, ON – The Ontario Lottery and Gaming Corporation (OLG) has posted an addendum on the procurement website, MERXTM, which extends the submission deadline for the GTA Gaming Bundle Request for Pre-Qualification (RFPQ).

OLG is extending the GTA Gaming Bundle RFPQ while it works with Woodbine Entertainment Group (WEG) on the completion of a long-term lease agreement for OLG’s slots facility at Woodbine Racetrack. The GTA represents a key gaming market that includes a significant amount of horse racing activity in Ontario. Securing a long-term lease with WEG will help contribute to a vibrant and sustainable horse racing industry in Ontario while providing more certainty to the market on OLG’s procurement process.

The previous deadline for the RFPQ was April 30, 2015. Applicants will now have until August 27, 2015 to provide OLG with RFPQ submissions.

Winning slots operator will likely have loophole to move from Flamboro

The Ontario Lottery and Gaming Corporation (OLG) has "three to five" companies waiting in the wings who want to run the slots at Flamboro Downs. But there will likely be nothing in the contract that says they have to stay there.

The OLG wrapped up its request for pre-qualification (RFPQ) process last year for the 801 slots at the racetrack, which brought out plenty of companies who want to operate the 801 slots at Flamboro Downs, said spokesperson Tony Bitonti.

"Three to five" of those companies will be invited to submit RFPs for a 25-year lease. And the lease will likely allow the winning bidder to move the slots if Flamborough isn't working out, he said.

"That's a possibility," Bitonti said. The winning bidder will "look at the market and see how things are going."

The operator will "look to see whether there's a good rate of return on investment to move the facility. Does it make sense to move the facility?"

Moving the facility is exactly what many in Hamilton have been afraid of. Through the province's now-defunct Slots at Racetracks program, Flamborough horse breeders relied on a portion of the slot revenue as prize money. The province cancelling the program coincided with OLG's "modernization plan" that divided the province into 29 gaming zones. A 2014 report from Ontario's auditor general shows that OLG wanted downtown casinos so the corporation would get millions more in revenue.

In February 2013, council voted that it would allow gaming in Hamilton, but that it wanted it in Flamboro Downs. It did leave a loophole – that gaming operators could operate elsewhere if Flamboro Downs was "not a viable site." Then council could vote to allow it elsewhere.

The OLG contract, it seems, will have that loophole too. Hamilton is in the "west GTA gaming bundle," which means whoever runs the Flamboro Downs slots will also run Casino Brantford and the slots at the Grand River Raceway in Elora and Mohawk in Milton. The contract will be for those four sites, Bitonti said.

OLG ISSUES RFP FOR WEST GTA GAMING BUNDLE
October 20, 2016

TORONTO, ON – The Ontario Lottery and Gaming Corporation (OLG) is continuing its procurement process for land-based gaming by issuing Request for Proposal (RFP) documents to pre-qualified proponents selected to bid on the West GTA Gaming Bundle.

The RFP will enable OLG to select one service provider to run certain day-to-day gaming operations in the Gaming Bundle.

The West GTA Gaming Bundle has four Gaming Zones, each currently served by an OLG gaming site: OLG Casino Brantford, OLG Slots at Flamboro Downs, OLG Slots at Mohawk Racetrack and OLG Slots at Grand River Raceway.

OLG to seek private bids on Flamboro Downs

Ontario's gaming corporation is finally seeking private-sector proposals for gambling operations in Hamilton three years after council vetoed the idea of a downtown casino.

The Ontario Lottery and Gaming Corporation issued a request for proposals Oct. 20 to a secret list of "pre-qualified proponents" expected to bid to run the Crown corporation's gaming sites in Hamilton, Brantford, Elora and Campbellville.

Three years ago, the OLG "modernization" push prompted a glitzy pitch by the Mercanti family to build a $200-million hotel and casino downtown — followed by a loud public debate over the merits of a gambling destination in the impoverished core.

But the protest faded after a political overhaul of OLG and a council vote to make Flamboro Downs the preferred gambling site. In theory, council's motion leaves open the prospect of looking elsewhere if a bidder can prove to the city Flamboro Downs is not "viable" for a proposed development.

"But the reality is any idea of revisiting a downtown casino at this stage is a non-starter," said Coun. Sam Merulla, a longtime opponent of that proposal.

"I've heard no rumblings of lobbying to revisit our decision. … We're focused on projects like LRT that actually create assessment growth and improve peoples' quality of life."

The planned privatization is still important to the city because Hamilton receives a nearly $5-million cut of revenue from the existing Flamboro Downs slots, noted city business development manager Norm Schleehahn.

"From the city's perspective, that's probably the minimum benchmark we would like to see in a proposal," he said.

In the past, casino proponents suggested such a development would increase the city's take of gambling revenue.

But growing Flamboro Downs is technically difficult because the city is not supposed to extend sewer and water service into the protected Greenbelt, noted Coun. Rob Pasuta.…

In a short release, the OLG said it would not reveal the names of the three to five pre-qualified bidders for the Hamilton and area gaming sites. A successful bid is expected to be announced in the fall of 2017. An OLG official is expected to speak to council Nov. 16.

The B.C.-based company will take over day-to-day management of a casino and three racetracks, while private equity investor Clairvest Group Inc. will have a 45-per-cent stake in the agreement.

Known as the West GTA Gaming Bundle, the deal includes the OLG Casino in Brantford, as well as slots at the Mohawk Racetrack in Milton, Flamboro Downs in Hamilton and the Grand River Raceway in Elora.

These area's 2,500 slot machines and 60 table games generated about $450-million in revenue last year, according to Great Canadian. The price the company paid for the deal, which will see it take over all the gambling assets and take a cut of revenues, was not disclosed.

"Great Canadian is an established gaming and horse-racing operator that will build strong relationships with local communities, employees, stakeholders and the horse-racing industry. We are confident Great Canadian will operate the bundle in a responsible way," said Stephen Rigby, chief executive for the provincial gambling agency, in a statement. Curiously unmentioned: In August 2017, Great Canadian (along with partner Brookfield Business Partners LP) was awarded a 22-year contract for the GTA Gaming Bundle.

Or that two years earlier, Great Canadian was awarded a 20-year contract for the OLG's East Gaming Bundle, which enabled them to open Belleville’s Shorelines Casino in January of this year, the first new casino opened in Ontario since 2006.

(GCGC has also bid on the Ottawa RFP and been pre-qualified for OLG’s Gaming Bundle 7 (Central) and Gaming Bundle 8 (Niagara).)

In addition to the newly constructed Belleville Shorelines Casino, Great Canadian (and its partners) will now control nine Ontario gaming facilities with combined total of over 7,400 slot machines and 140 table games, and more than 3,200 staff:

Gaming Operations to More than Double in Size

Flamboro Downs operations deal to add 1,650 jobs

The current operator of Flamboro Downs has been selected to run a "bundle" of gaming facilities west of the Greater Toronto Area.

The Ontario Lottery and Gaming Corporation announced Tuesday that Great Canadian Gaming Corporation will handle the operations of four facilities.

That includes Flamboro Downs, Casino Brantford, Mohawk Racetrack and Grand River Raceway.

Great Canadian is partnering with Clairvest Group Inc. in the effort. The Ontario Gaming West GTA Limited Partnership will see Great Canadian owning 55 per cent of the assets and Clairvest 45 per cent.

Tuesday's announcement is a result of the OLG's request for proposals to a secret list of "pre-qualified proponents" who bid to run gaming operations in the area.

This is part of the province's overhaul of gaming in Ontario.

The West GTA partners say they're planning "significant capital investment" at all four gaming properties that will lead to 1,650 new jobs.…

Clairvest and Great Canadian say the four locations include more than 2,500 slot machines, roughly 60 table games and more than 1,400 staff.

Regarding Flamborough Downs, a Great Canadian spokesperson said "We intend to proceed with a significant redevelopment at that property that supports racing and creates new community amenities — subject to approvals."

I can't wait to hear the plans. I enjoy betting on the ponies, it makes for a fun evening.

They'll be there until 2023, and possibly later.

Rod Baker, CEO of Flamboro Downs owner/operator Great Canadian Gaming, has resigned with a parachute that included $28 million that will be dealt out when the company is sold to U.S. buyer Apolllo Global Management this year.
