As expected, the approval of the master plan has been appealed to the City Council.

Notice Of A Public Hearing for the appeal, which will be heard by the City Council on May 26th.

Tentative vote to deny the appeal [i.e. uphold the Design Commission's decision] just passed 4-1, with Wheeler, Mapps, Rubio and Ryan voting aye and Hardesty (who wanted more time to review the record) voting no. Final vote will be held on June 16th.

City Council voted 5-0 today to deny the appeal and uphold the Design Commission's decision, which one new condition (agreed to by the applicant), that Phase 1 "must include at least 100 multi-bedroom units".

That is good news, Portland is really lacking with the number of 2-3 bedroom units it has and really needs to have more units like that, especially in the city center.

I agree, though I don't know if city council capriciously tacking on additional project requirements is a precedent we want to set. Rejecting a baseless appeal should be done on the merits of the case
