I think expectations have all to do with it. Lucca, not on the beaten path for many travelers was lovely. Meanwhile, Rome and Florence had such great expectations to fill, they mostly fulfilled them but still.

I don't have a favorite, but Vienna is the full package and probably the 'grandest' city in Europe.
