Not as far as I can see from the OxBlue cam. . . but if you look at the historical data for today they completed the assembly of the rig, fueled it up, moved it into position, inserted a caissosn/sleave/cap thingey and started drilling dirt out of the caisson. . . this complies with all previous requirements for consideration. . .

They were pouring concrete yesterday - albeit after I posted - which I feel must surely qualify. Though I am with the crew that drilling or excavation should mark commencement of construction.
