Why is everything on a cul-de-sac and surrounded by a giant parking lot?

because it is the only f'ing kind of development that this council seems to let through. "You want to build sprawling developments surrounded by asphalt in a suburban greenbelt that will cost taxpayers a fortune to service? Go for it! You want to build density along planned transit corridors? Forget it, that's too modern and it might throw shadows on a McMansion in Bedford".
This piece of crap council loves to talk a big talk about how they support walkable cities and green initiatives, but their actions speak louder. I am more pissed with this city and its council today (after the rejection of the project on Barrington) than I pretty much have ever been.
If things done change soon I am pretty much ready to give up hope. The fact is we can have all the wonderful plans we want with new LRT and density and public amenities... but it is all bullshit because this council will actively prevent anything that smacks of the 21st century.
