And it isn't a "surface parking lot for buses"; it's a giant bus terminal. Obviously it will be a vertical, tightly constrained complex.
Or you could build a nice spacious bus terminal on NJ side and build an express train ride into midtown from it for far less money. Manhattan simply doesn't have enough space to build a proper bus terminal for the volume of busses coming in, the moment a new one will be constructed it would be at full capacity right away.

Ditto for a convention center. Javitz is a disgrace.

^ yep, this is the only 1000% correct, most sensible answer.

hells bells flipping the current site would pay off a good chunk of that.

they could even rebuild a smaller version on the same site with some sort of office tower above.

A Jersey option would only work as a temporary measure.
It surely won't be ideal for numerous reasons (specifically automobile parking).

What I don't understand is how if you build a new facility which has, lets say 30% more capacity than the current building, where in gods name those 30% more busses are going to go? The GWB and Lincoln Tunnel don't have the capacity for more busses, and the traffic in midtown is already terrible, and is only getting worse. You could build a new terminal which is able to handle 10,000 busses a day, but that doesn't do any good, if those busses just sit in traffic all day and never make it to the terminal.

But, it's the PA, so we can all be sure that they've put zero thought into that. The PA is criminally stupid.

Pardon me, but when was the last time an RPA plan was put into action? I'm wary of believing that anything they propose would ever happen. The RPA is just a think tank and few of their proposals ever are built. I don't believe anything they write or say anymore. The only thing that matters is what the government intends to build, period. The rest is just mental gymnastics that never ends up in practical reality.

The PA wants to replace the obsolete, overcrowded terminal, which former agency executive director Pat Foye gently calls “functionally obsolete.” Comic John Oliver more colorfully termed it “the single worst place on planet earth.”

The PA is considering three alternatives for either modernizing the terminal and putting an office tower on top of it, or partly moving it into the remote Javits Convention Center.

Now, The Post has exclusively obtained images of a plan by global infrastructure giant AECOM and architectural firm STV to bury the terminal underground in a “soaring public space” renamed Hudson Terminal Market with stores, cafes and connections to the No. 7 and Eighth Avenue subway lines.

A grand, glass roof would bring in sunlight. New tunnels near the Lincoln Tunnel entrance would bring buses directly into the subterranean terminal and eliminate the ugly tangle of overhead ramps. The block of West 41st Street between Eighth and Ninth avenues, which the terminal straddles, would be closed to create a “superblock” bounded by the avenues and by West 40th and 42nd streets for a landscaped public park and new office or apartment towers.

AECOM submitted its vision to the PA in 2019. The money-hemorrhaging agency nixed it for the other scenarios because they’d each cost an estimated $10 billion compared with $15 billion for the sunken-terminal plan.

But some analysts say AECOM’s plan could now become much cheaper thanks to a Trump administration initiative to stimulate new development.

Proponents say the project could be financed at little or no cost to the PA by tapping near-zero-interest federal loans to spur development as part of recovery from the COVID-19 crisis.

Insiders said AECOM’s task force for the terminal project was led by former PA executive director Christopher Ward, who was the design company’s New York-area CEO until he left the firm in 2018. Ward, who was at the PA from 2008-2011, rescued the agency’s stalled World Trade Center redevelopment project and was credited with breaking a stubborn logjam.

The terminal plan involves what real-estate professionals call “a million moving parts.” Among other things, it would require a city-state development agency to mastermind the project for the PA.

A “big box” to contain the new bus terminal and passenger amenities would first be built beneath the current terminal. It would be installed before the above-ground building is demolished.

The city, which owns the land, and the PA could profit down the line by selling air rights to developers who would build on parts of the superblock to be determined. The site is zoned for about six million square feet of development without needing public review.

New towers there would effectively extend the Times Square district west beyond its current boundary of Eighth Avenue.

"I am calling today for a return to greatness for this city. I believe it is time to rebuild the PABT in the classical post-war, mid-century style said Michael Corelone Cuomo, governor of New York. "I think it should reflect the history of this great city and its incredible past leaders. Mr. Cuomo has suggested naming the PABT the "Andrew Cuomo COVID-19 conquering and new-infrastructure building Memorial Bus Terminal", an ode to his great, great grandfather and governor of New York, Andrew Cuomo.

The name has some critics raising their eyebrows, but even more concern is directed at a possible conflict of interest - Michael Cuomo owns all of the land under where the proposed PABT has been proposed. Still, he insists there is nothing wrong with the deal. "I will ensure that the bidding process is fair and transparent. There are two great competing parcels where the PABT is being considered, one in Scranton Pennsylvania and another at a former nuclear waste dump in New Jersey. "I have no doubt that the city and my hand picked, impartial PABT committee will pick the one best for the city of New York."

The PABT has experienced over a centuries worth of delays and setbacks, usually due to corruption, fraud, or opposition from NIMBY activists, who have mostly disappeared since the advent of deep-brain reconstructive therapy and anti-mental-illness medicines. For example, in 2043, it was discovered that the director of the PABT haden't shown up for work in 7 years. During that time he collected nearly $2,000,000 a year for his efforts. Subsequent investigations led the FBI to the offices of Dante de Blasio, then-mayor and son of disgraced former mayor Bill de Blasio. Public outrage led to proposed plans to be shelved for the time being.

Dave Gore, a historian at Columbia University, weighed in on what prevented the PABT from being redeveloped in the past: "In a word? Greed. And incompetence. And massive corruption. And politics. And stupid leaders. Lots of stupid leaders. To be perfectly honest, no one gave a shit back then. We have archival iPhone footage of a homeless woman performing oral sex on a junkie with a needle in his arm in the middle of the concourse and people just walked by. It was barbaric, but people just didn't care. Such was life in antiquity."

Still, even if the plan were deemed worthy by the city council, many questions and fears about costs remain.

"Currently, the going rate for a floor-washer-visual-supervisor is $2,375/hour not including benefits, and the PABT has roughly 5,000,000 sq. ft of floor space that isn't even used for commuters, retail or commercial space" said Martin Wilder, president of "God this City Sucks" a watchdog group focused on stopping corruption and wasteful spending. "They literally built floors above main terminal where raw sewage is pumped to and dumped on, and the plan calls for the floors being cleaned by no fewer than 1,000 employees using fully automated cleaning drones."

"it's honestly unbelievable. Why are they building a bus terminal? What is this the 21st century?" Quipped a passerby as we were taking holograms of the proposed site.

Questions of how it should be built also exist. Despite fully automated construction technology existing since the early 22nd century, union rules in New York demand that 37 workers be utilized for every drone employed. Critics are calling for the workers, who mostly sit around in office buildings and watch the drones from afar, to be removed from the process to save costs. Alan Fletcher, president of local 107, begs to differ. "These are hard working men, honest men. The work gives them time to socialize and relax. We have tried to be as fair as possible. For example, we took pay cuts that reduced the average income to only six times the American median. You have to understand, that hurts."

A community board meeting that kicks off a 27 year long review process will be held next week.

the trashy post is just err, digging, this up again because its a way for them to pimp trump by saying, hey look you can get interest free fed loans for your projects.

that way the admin and the fed cronies dont have to pay for anything and they can rob, i mean redistribute, more nys tax money to their red meat welfare states.

No, this is actually one of the three PA options for the PABT site.

Yeah the silly Trump sentence was obviously inserted by NYPost copy editors, but the article is just a repeat of previous articles re. PABT.

They have three general options for rebuilding- bury it, rebuild it above-ground, or move it.
