Tonight, CB3's Land Use, Zoning, Public & Private Housing Committee will hear a presentation from reps for New York City Housing Authority and Madison Realty Capital.
The corner property — 644 E. 14th St. — has been in a stalled-development mode for years. (This corner property last housed the single-level R&S Strauss auto parts store, which closed in April 2009.)
There are already approved plans here for a 15-floor mixed-use building, though there aren't any affordable units attached to this version. As revealed in the spring of 2021, several developers spent hundreds of thousands of dollars to lobby the city for NYCHA air rights to make this a larger structure with more housing.
This past spring, the NYCHA and Madison Realty Capital filed documents seeking a non-ULURP modification — known as an LSRD — to the development plan.

The application seeks to modify the boundaries of the previously approved plans and zoning calculations by expanding the zoning lot to include 644 East 14th Street (Block 396, Lot 29). Through the zoning lot merger, the development rights from the existing LSRD comprised of Campos Plaza I and II, which are owned by a joint venture that includes NYCHA ... can be transferred to Block 396, Lot 29, a vacant property owned by Madison Realty Capital.
Such a big jump in construction, but I don't remember any notable projects announced.
There's 121,000+ units in the pipeline. A lot going on. While not all skyscrapers, a bulk fall into your midrise or low-rise category. Some may take some time and a lot go under the radar. Some of those active permits are from years ago but eventually something ends up rising in some form. You also have a lot of renovations and conversions going on/alterations. Some office towers converting to residential and so on or some older industrial site say becoming rentals.
No shortage of construction work or construction jobs in NYC!

Permits have been filed for a 14-story mixed-use building with affordable housing at 1111 Fox Street in Crotona Park East, The Bronx. Located between East 167th and East 169th Streets, the lot is near the Freeman Street subway station, serviced by the 2 and 5 trains. Dan Rad of Radson Development is listed as the owner behind the applications.
The proposed 145-foot-tall development will yield 87,600 square feet, with 80,898 square feet designated for residential space and 6,702 square feet for community facility space. The building will have 87 residences, most likely rentals based on the average unit scope of 929 square feet. The concrete-based structure will also have a cellar and a 30-foot-long rear yard.
Magnusson Architecture and Planning is listed as the architect of record.
Demolition permits will likely not be needed as the lot is vacant. An estimated completion date has not been announced.

New Empire Real Estate acquired a site in Woodside where it plans to build a 120-unit condominium, a rarity for the quiet Queens neighborhood.
The New York-based development firm, led by Bentley Zhao, paid $16.2 million for a 19,000-square-foot corner lot at 58-01 Queens Boulevard occupied by Walgreens. New Empire is planning to build a mix of studio, one-, and two-bedroom units with an average price of around $750,000, according to Zhao. Construction is expected to start next year.
The new building’s amenities are to include a fitness center, personal storage and parking, a children’s playroom and indoor and outdoor residents’ lounges.
Zhao said the condo will target local buyers and renters in the area looking for an upsize. The 12-story tower will also offer unobstructed views of Manhattan, as many of the surrounding buildings are low-rise, according to Zhao.
Construction is rising on 124 East 86th Street, a 20-story residential building on Manhattan’s Upper East Side. Designed by Igor Zaslavskiy of Zproekt Architects and developed by Rybak Development under the 126 East 86th Street Development LLC, the 210-foot-tall structure will yield 76,414 square feet, with 32 condominium units spread across 62,370 square feet and 1,519 square feet of commercial space. Rybak is also serving as the general contractor for the property, which is located on a narrow rectangular plot between Lexington and Park Avenues.
Recent photos show the reinforced concrete superstructure reaching the parapets of the adjacent low-rise buildings, with the main northern elevation covered in scaffolding and construction netting. Wooden formwork is in place on the uppermost level to aid in the settling of the concrete. The building should continue to rise steadily given the repetitive nature of the floor plates.

Yiannes Einhorn of Grid Group is listed as the owner behind the applications, after purchasing the property from Jadlamm Realty Corp. for $31 million last year.
The proposed 135-foot-tall development will yield 61,256 square feet, with 60,646 square feet designated for residential space and 610 square feet for commercial space. The building will have 22 residences, most likely condos based on the average unit scope of 2,756 square feet. The concrete-based structure will also have a cellar, a 30-foot-long rear yard, and 16 enclosed parking spaces.
BKSK Architects is listed as the architect of record.
Demolition permits will likely not be needed as the project calls for an expansion. An estimated completion date has not been announced.
