Washington Square Partners and Acadia Realty Trust want to build a 23-story apartment building at 4650 Broadway, right next to Fort Tryon Park and the Cloisters in Washington Heights. But first, they need a major upzoning from the city. YIMBY uncovered renderings of what the 500,000-square-foot tower could look like in newly posted zoning documents.

The City Planning Commission discussed initial plans for the mixed-use development earlier this week. The project, dubbed Sherman Plaza, would be the first one affected by the mayor’s new mandatory inclusionary housing (MIH) policy, which requires builders to set aside at least a quarter of their apartments as affordable housing if they want to build on rezoned land. In exchange for the rezoning, the developers said they would rent 25 or 30 percent of the apartments at below-market rates.

The documents outline two different proposals for the development, which would be one of the largest new buildings constructed in upper Manhattan in decades. The smaller plan calls for a 23-story, 335-unit building with 25,000 square feet of retail and 15,000 square feet of community facilities. Roughly 100 affordable units would be rented through a lottery to families who make up to 80 percent of the Area Median Income, or $62,150 for a family of three. The rendering above shows that plan, and the massing isn’t exactly ideal. That’s because it doesn’t take into account the design flexibility built into the city’s new zoning tweaks, known as Zoning for Quality and Affordability (ZQA).

The renderings make a strong argument for a taller, thinner building that wouldn’t block as much light. And it would include more affordable housing. With ZQA and MIH, the development would get a boost to 27 stories and 435 apartments, 142 of which would rent for below-market rates. There would also be 41,000 square feet of ground floor retail and 54,700 square feet of community facilities on the second and third floors. It would reach 280 feet into the air.

The developer is planning 81 condominium units at the 14-story Beaux-Arts building, according to an offering plan filed Jan. 12 with the state’s Attorney General.

The property was once home to Emigrant Industrial Savings Bank and, in recent years, New York City government offices. Chetrit paid the city $89 million for the building in 2013.

Condominium units will range from one- to four-bedrooms. Plans filed with the Department of Buildings call for six condos on the second floor; seven units on floors three through nine; six apartments on floors 10 through 12; five on floor 14; and three on the 15th floor.

Bargain hunters were distraught when Loehmann’s shuttered their NYC locations two years ago. It perhaps hit hardest at their Chelsea location, at the northeast corner of 16th Street and Seventh Avenue. Later that year it was announced that upscale retailer Barney’s would be opening a five-level store in the space, which also happens to be the site where they were founded in 1923, and remained until 2007. Next door, at the southeast corner of Seventh Avenue and 16th Street, also once part of Barney’s downtown flagship, 6sqft has uncovered a rendering showing a modern residential tower with a retail base that may replace the historic Romanesque-style building.

The existing 45,000-square-foot structure held part of the original Barney’s New York department store from 1923 until 1997. The Romanesque-style building, along with an adjacent building at 138-154 West 17th Street, was picked up by the Rubin Museum for $20 million, with the hopes of an expansion that never materialized. By mid-February, Barney’s will open a 55,000-square-foot flagship store adjacent to Ashkenazy’s site, inside the former address of Loehmann’s at 161 West 16th Street. The store will be designed by Steven Harris Architects and include five floors of retail space, a grand spiral staircase and a third-floor restaurant.

In December of 2013, the Landmarks Preservation Commission approved the planned 14-story, 52-key hotel at 1162 Broadway, between West 27th and 28th streets in NoMad, located within the Madison Square North Historic District. Applications for the project were submitted in May of 2014, but filings were incomplete until yesterday, when Aini Assests filed drawings with the Department of Buildings. The building will have 24,325 square feet of commercial space and there will be a café or restaurant on the ground floor. Morris Adjmi Architects is behind the design. The site is currently occupied by a 26-foot-wide, two-story commercial structure, and demolition permits were filed this past December.

I hope this happens. The chopped up unimpressive Romanesque building won't be missed. The proposal is a top notch replacement.

It probably deserves it's own thread, but another 500 ft.+ tower is likely coming to the Billionaires Row area-

It will be the site at 106 W. 56 Street, though obviously the site could grow. No comments yet from the developer (Savanna Partners, which builds lots of condos downtown).

The family is arranging to sell 530 Sixth Ave., a 17,000-square-foot commercial building on the corner of West 14th Street best known for the Moscot Eyewear store on the building’s second floor, to Gary Barnett, according to a person familiar with the property. Barnett is building a residential spire at 225 W. 57th St. and scooped up the former Pathmark site at 125th Street and Lexington Avenue from Harlem’s Abyssinian Development Corp.

No price has yet been published for the Sixth Avenue deal. City records show that 126,750 square feet of residential space can be built on the site—likely a big draw for a busy residential builder like Barnett.

The Duells sold an apartment building at 200 E. 34th St. in December for $11 million, to a company whose sole owner is Dov Hertz, executive vice president for acquisitions at Barnett’s Extell Development. The building is known for the Cinema Cafe & Bar restaurant in its base.

Barnett also purchased 27 Washington Square North, a seven-story apartment building on the corner of Macdougal Street, according to a person familiar with the transaction. City records list the sale price in that deal as $20 million. The purchaser is a limited-liability company offering few clues to its ownership.

What's Next For Penn Station?

Various schemes have been imagined throughout the years, including a series of proposals in 2013 by four notable architecture firms. SHoP Architects' plan would have moved Madison Square Garden to the southwest, built an extension to the High Line, and redeveloped the site of 2 Penn Plaza. Skidmore, Owings and Merrill also recommended moving the arena, this time to the lot just south of the post office, remaking the now clean slate over Penn Station into a mixed-use development. In similar fashion, Diller Scofidio + Renfro proposed moving the arena west of the post office and constructing a mix of uses on the Penn site, complete with theatres, a pool, restaurants, and park space. H3 Hardy Collaboration Architecture would have constructed a new Hudson River pier beyond the Jacob K. Javits Convention Center, placing Madison Square Garden at this location and using its original setting to house a revitalized garden-topped station with a skyscraper on each corner of the block.

Some of these ideas may be revived in the coming months, as firms prepare their submissions after a request for proposals was launched in January. They'll have until April 22 to outline their vision for Penn Station. Whether travelling by car, rail, foot, or bike, infrastructure must keep pace with the ever-changing transit patterns of big cities. New York City's extensive transit system is known the world over, and it looks like the time has come to reinvent one of the cornerstones of this crucial network.

I am firmly of the opinion that if they pursue an inadequate Penn Station rehab, one that retains a horrendous monolithic 20th century entertainment arena which suffocates the operations and movements of trains and passengers, it will go down in history as quite possibly a more regretful and a larger squandered opportunity than even the destruction of the original station. Now is the time. The government needs to be bold and force an MSG relocation. They have one opportunity to get this right. The decision here will have ramifications for the next several generations. This is a civic project of the highest order and should be approached as such.

That's impossible, as there are two towers sitting on what was once Penn Station.

And MSG has 6 million square feet of air rights, so whatever is eventually built once MSG moves will include towers alongside the rail station.

^ an interesting concept would be to rebuild the signature main hall within the shell of a supermodern station. Almost like the Gates of Babylon at the Pergemon in Berlin. That would be freaking killer.

That would be very cool. It would probably have to be slightly altered to fit the new footprint (1 and 2 Penn Plaza aren't going anywhere, even though MSG will probably be removed), but that sounds like an actual possibility.
