A major California builder with deep Sacramento ties has submitted plans to the city for a 26-story headquarters and office tower on J Street across the street from the planned downtown arena and hotel.

Vanir Development Co. Inc. is proposing what it says will be “the most distinguished building in downtown Sacramento,” a high-rise that would serve as the company’s headquarters and also house the regional headquarters for a major commercial bank. Tenants also would include a restaurant, cafe and health club, the company said in a post on its website.

Company officials could not be reached for comment Wednesday evening, but city officials said the firm submitted a project application last week to build the structure at 601 J St., the site of a former bank building.

The project, if built, is expected to be the largest corporate headquarters in downtown.

The company has published a brief description on its website of the planned J Street office, calling it a class A office building that will include sustainable architecture approaches. The building will hold 372,000 square feet of office space.

“Timeless describes the design's dynamic, fresh look based on traditional architectural and corporate values,” the company said. “The main lobby will be grand in every aspect; large floor area, three-story height, and unique artwork.”

The proposed building, at 26 stories, would be among the tallest in Sacramento, and would stand near other significant projects planned for downtown.

Awesome! The design is slick--there's nothing like it in Sacramento. I love that it's planned to be on J Street, too, which to me has always felt like Sacramento's most urban boulevard. Capitol Mall has towers grouped more closely together, but it's not a through-route and the wide, grassy mall in the middle kind of robs it of 'big city' energy IMO, whereas J Street bustles with lots of through-traffic. Hopefully someday J Street will be a true urban canyon, and this proposal is a good effort in that direction. Anyway, the site is currently lowrise and not historical, so nothing is being lost. Do it!

This could be a big deal. I hope it's built. It will add to the depth of the skyline when viewed from the north along the I-5 corridor.

I hope The Vanir gets built. I've always envisioned J street as Sacramento's Market street with clusters of mid and high-rises. With the proposed arena hotel and The Metropolitan, we could see a nice densely boulevard.

Not bad at all. Definitely a bit more risky in form than anything else on the Sac skyline. Love that this is all office.

New Business Journal piece with more renderings. Also states a few more details about space and floors, and that the height will be 377 feet. Would be nice if they could find a few more floors in their proforma and at least break 400'. I'll keep dreaming though.

Hmm. Close enough to 400'. We will see. Still very impressive and it will be the 4th tallest in the city if build at 377'.

The new renderings show the massing of this tower will be really cool. There's certainly nothing like it in Sacramento.

Definitely a sharp looking tower. Also glad to see a rather sad and abandoned property get redeveloped on one of the central city's busiest streets.

The latest entrant in the race to recapture the city’s business district is a glassy tower developed by Vanir Development Company (which will locate its headquarters there), designed by Pei Cobb Freed & Partners (PCF). The building will consist mostly of offices with two restaurants and a café on the ground floor.

Characterized by a bold geometric facade, the building nevertheless remains sensitive to the surrounding urban fabric. “The balance between iconic forms that give skyline presence, and how the building transforms as it comes to the ground to respond to the context, is fundamental to the design,” explained PCF’s Michael Bischoff.

The tower’s north and south facades form parallelograms, canted to respond to traffic flows along the adjacent streets. Because those streets run in opposite directions, the parallelograms lean against one another. The resulting tension is resolved by diagonal folds along the east and west facades.

Engaged with the base of the 26-story building is a metal-panel-clad parking podium, set back in deference to an old bank building to the east. The southwest corner of the tower pays homage to another historic neighbor, the Scientology building across J Street, with a street-level plaza. “Creating a public open space in response to the Scientology building was an important gesture, showing that our building was not trying to diminish it,” said Bischoff.

Of course, no design for Sacramento would be complete without a reference to the new Kings arena, just to the south of Vanir’s site. In the plan, the angled face defining the southwest corner of the tower points toward the center of the arena. “Our goal was to be both deferential to historic buildings and architecturally responsive to the development of the new arena,” said Bischoff.

Work on the tower is expected to begin in 2016, with completion by 2018.

Pre-Leasing Vanir Tower

The highest rents, around $3.10 a square foot, are still about 40 cents below what a brand-new building would have to charge,” Levi said. So essentially Greg’s saying that rents would have to rise an additional 40 cents a square foot before it would be profitable to build this high-rise downtown… that’s a 13% increase.

So I’m still skeptical this project will ever get off the ground for several reasons. First, as stated above, rents would have to rise 13%. Another reason is that they need to fill at least 50% (186,000 of the 372,000 sf) of the tower before banks will consider lending to them for construction. If Vanir Construction Management has deep pockets, they could build this tower on speculation using their own money like the Bank of the West Tower did at 500 Capitol Mall. It appears to me their need to pre-lease the tower says they need to fill fifty percent of the tower.

To use history as my guide, back in 1999, the U.S. Bank Tower at 621 Capitol Mall started the pre-leasing process when it was originally proposed for 31 floors. After several years of not finding enough tenants to fill 50% of the tower, developer David Taylor reduced the size of the tower by 6 floors. Even with the reduced floor count it took another six years before enough pre-leasing tenants signed up so a bank would lend and construction could begin in 2006.

Once Vanir re-submit their revised project with the city and go through both the entitlement and environmental review process, this proposal might have a chance.

Honestly, while I would like new high-rises downtown, I was never really excited about this one's design. It seemed dated and inappropriate for our climate.

I don't see Sacramento being a downtown city of skyscrapers. The oomph isn't there. Too much sprawl, and the CBD is in Roseville for chrissake.

While Vanir Group of Cos. senior vice president and chief financial officer Alexander Leon has said the project remains on track, city planners said the developer has indicated it plans revisions to the project — suggesting the size of the building may increase.

Proposed last year at 26 stories and 377 feet tall, Vanir Tower would be the first office tower in downtown Sacramento since 2009. Vanir representatives said at the time they expect entitlements to take at least two years...

...Revisions for Vanir Tower, proposed on the site of vacant office buildings at 601 J St., could involve adding square footage, which would seem to translate into more stories. If so, Vanir Tower could be pushing toward a status as one of the tallest buildings in the region, if not the tallest....

This would certainly benefit from an additional 4-6 stories. The overall composition of the tower would look much more crystalline. Right now it looks a little stumpy, but could be very nice.

Plug pulled on Vanir Tower, new proposal for site coming

The letter requested a refund of processing fees that could be then used toward the future mixed-use proposal. The letter did not reveal any other details of the mixed-use proposal, such as height or uses. Leon did not immediately return a call from the Business Journal seeking comment on Monday.

However, several people familiar with downtown development have in recent months suggested Vanir is considering something similar to its neighbor across J Street, the Kimpton Sawyer Hotel tower. Like Kimpton Sawyer developers JMA Ventures and the Sacramento Kings, Vanir is said to be considering a combination of office, retail, hotel and residential in one building.
