I had no idea low-rise apartments were a common form of development in Kelowna! When I visit I don't really stray from the downtown or Harvey Avenue corridor, and the Kelowna construction thread focuses mostly on towers, which for whatever reason look more like second homes, a place to retire, or whatever. In any case, they look expensive, inaccessible to most people and therefore not something you can really build a city on.
But I'm just saying that's my perspective from a distance, if I'm wrong then that's great.
