In 1998, Austin voters approved two bond packages for a new civic center to replace the dilapidated 60 year old City Coliseum which was planned for demolition.

In 2002, it was completed. The 131,000 square foot building is named after former Austin mayor Lester E. Palmer (1961-1967).

The building was designed by Austin architecture firm Barnes Gromatzky Kosarek Architects
