Hmmm, so this is a proposal of a proposal? I'm not a big fan, I'd rather see a lower, more dense structure that's more integrated on the site, or something like Bjarke's pyramid. This site deserves more thought than a Foster derivative box.

The renderings appear to be new judging from One Manhattan Square rising in the distance, but it is unknown if the design is being seriously considered.
Another one that likely won't be built. But I do like the top.
