I'm not surprised that this won't be a Kroger. I really worry about that company. The best new markets are ones in urban areas. The door is being closed on Kroger in the midwest market by other out of state grocers that have filled nearly every layer of the urban market. Even worse that they can't make a move even in their own city that is just begging for quality grocers. Kroger in my opinion will continue to fade into irrelevance in crowded grocery markets and remain successful only in the small suburban or rural markets. They are only now adopting the "marketplace" format that has been an accepted model for years and even adopted much earlier in stores like Walmart and Meijer.
