Does anyone know where I can find specs about the Hamilton Waterfront's rubber-tired articulated trackless trolley?

My suggestion would be that you send your request via email to the Hamilton Waterfront Trust, which owns and operates the vehicle in question.

The HSR just told me some information about trolley replica bus #70. I'll post the info in this post.

Trolley Replica unit 510070
Height 10 feet 10 inches
Year: 2007
Make: North American Bus
Model: L4RE.03
Fuel Type: Diesel
Engine: Cummins ISL, 260hp
Transmission: Allison
Seats: 26
Wheel Chair accessible.

By the way, they made a mistake when they named the engine used for this bus. It's actually a Cummins ISB, 260 HP.
