One of the biggest large scale disappointments in Calgary would be the failed revitalization of 16th Ave (TransCanada).

Work began 15 years ago and there are still dirt lots left undeveloped from their demolition for the infrastructure work.

One of the bigger failures is the tree boxes. All the street views I can find show them with living trees but this last summer I was shocked at the state of them. Some sections are literally just boxes of dirt now without a living thing in them. Others are just rows of dead trees. It's really depressing looking. Calgary is the worst for public greenery though.

Though it hasn't been built yet, the close to decade long circus to build a new arena for the Flames has been nothing but a massive disappointment and pain in the ass. CSEC tried to oust Nenshi in multiple elections and is now gunning for Gondek. They even called in Gary Bettman in the past to threaten Calgarians that the team might move to Seattle.

Westbrook TOD in Calgary has been in this state since it was completed in 2012.

Note that this is Calgary's only subway station and has massive development opportunity that has been mothballed for a decade.

This was the previous proposal (which itself was disappointing) that was shelved and has gone nowhere:
