Grand Lisboa Palace (GLP) is slated to open in the first half of 2021 as scheduled, Angela Leong On Kei, executive director and co-chairman of SJM Holdings Ltd, confirmed on the sidelines of an event hosted by the group on Monday.

When addressing the media, Leong called on the SAR government and travel industry to step up efforts in promoting Macau in a bid to draw more visitors into the city.

The HKD39 billion GLP, which marks the group’s first venture on the Cotai Strip, was originally scheduled to open in the first quarter of this year but was pushed back to the second quarter.

Although the preliminary design of the Light Rapid Transit’s (LRT) East Line has been announced, the budget is still difficult to determine, Raimundo do Rosário, Secretary for Transport and Public Works, said yesterday after sitting in a parliamentary committee meeting.

He was asked to make a forecast on the budget needed for the construction of the LRT line. He stressed that it will be the first time Macau builds an underground railway. Given the lack of precedents, it is difficult to foresee the budget.

“If anyone has the guts to draw a budget, it will be a little irresponsible,” Rosário explained.

I believe the transfer from Portugal to China occurred around the same time as Britain's transfer of Hong Kong. They both are specially administrated regions under the Chinese "One Country, Two Systems" ideology.

Studies on Airport Expansion Almost Complete

The report on the proposed expansion of the Macau International Airport is almost complete, Chan Weng Hong, president of the Civil Aviation Authority (AACM) announced yesterday.

The proposed expansion will be built upon reclaimed land. The studies have examined flight negotiations, the environment and flood prevention. The AACM head revealed that the bureau is coordinating with other government departments to fine-tune the report. It is expected to be complete by the end of this month.

When the report is ready, Chan said, it will be delivered to the Central Government as part of the application procedure.

Gov't Receives 11 Bids for the Construction of Seac Pai Van Line

Secretary for Transport and Public Works Raimundo Arrais do Rosário said that he hopes bidders in the second tender for the construction of the Seac Pai Van Line (Light Rapid Transit) will meet the official requirements.

In May of this year, the Infrastructure Development Office (GDI) re-invited tenders for the project yesterday and received a total of 11 bids. The construction project is slated to commence in the second half of the year, to be completed in 890 working days at most.

Yesterday, do Rosário told the media that the construction period presented in some tenderers’ bids received in the first round was considered “too short,” as the government believed it was not technically feasible.

With regard to the second tendering process, do Rosário said it normally takes around one-and-a-half months for the government to evaluate the bids received. Including the process of awarding the tender and signing the contract with the selected firm, the entire tendering process will take around three to four months to be completed.

The GDI first invited tenders for the construction of the Seac Pai Van Line back in July 2020, with a total of 10 bidding documents submitted to the government.

New border crossing checkpoint between Macau and Zhuhai to open 8 September

Macau’s busiest entry point will soon be able to welcome more arrivals and process them faster with a new border crossing checkpoint scheduled to open to the public on 8 September 2021.

The Qingmao Checkpoint is located just 800 meters from the Gongbei Border Gate and will provide overflow capacity support for Macau ID holders and visitors registered to use automated boundary crossing channels. It is designed to handle up to 200,000 crossings a day via 50 inbound and 50 outbound automated inspection channels.

Coming at a cost of MOP$5 billion (US$624 million) and covering 168,000 square meters of floor space, the new boundary crossing facility will operate 24 hours a day and implement a “Joint Inspection and One-Time Release” system by which travelers will only need to pass border controls once.

The pandemic makes it difficult to provide an exact opening date for Phase 3 of the Galaxy Macau casino resort, said on Thursday the vice chairman of its promoter Galaxy Entertainment Group Ltd, in a press conference delivered via video link, to discuss second-quarter and first-half earnings, which saw a return to interim profit and a 71 percent jump in revenue.

Francis Lui Yiu Tung – who was speaking from Macau – stated that as the pandemic was “not yet under full control” it was “very hard to determine the exact date of the opening” of Phase 3.

The firm has several times shifted the likely date of the launch.

New Border Crossing Ready to Open; No Foreigners Permitted

The newest border-crossing post between Macau and the mainland will open to the public next week.

The Qingmao Port, located just a few hundred meters from the Border Gate Port, will finally open to the public on September 8 as construction concludes after about three years.

The new border post will not allow crossings by any foreign nationals, being exclusively for residents of Macau and Hong Kong who also possess a “home-going card.” It will also allow Chinese visitors registered to use automated border-crossing channels under the integrated border-crossing inspection system, which allows people to perform immigration procedures in an automated and streamlined way.

Users Find New Border Checkpoint Convenient, but Involves Longer Walk

Officially opened at 3 p.m. yesterday, the new Qingmao Border Checkpoint is convenient, although the internal walking distance is a little long, users of the facility said.

Lines of travelers started waiting outside the new facility at least half an hour before the official opening time. They said they were excited about being able to use another land border checkpoint.

Travelers, especially those residing in Fai Chi Kei, Toi San and Ilha Verde Districts, found the new facility more convenient than the Border Gate on the Macau side.

The new initiative aiming for both sides of the border to jointly develop Hengqin was the centerpiece of a session presented by the Secretary for Administration and Justice, André Cheong, and the Secretary for Social Affairs and Culture, Elsie Ao Ieong, to clarify some practical aspects of what has been dubbed “Macau’s new neighborhood” in Hengqin.

At the media briefing, the Secretaries said the construction of this “new home” for Macau people will facilitate both residential living and employment for local residents, one of the project’s main pillars.

Public services and social security are other matters addressed by the project, which is establishing a connection between the two sides’ systems, aiming to be completely effective by 2035.

The “Macau’s new neighborhood” project addresses matters such as housing, education, health, and social services, the Secretaries remarked, noting that it is expected to provide comfortable living space for around 10,000 residents.

To pursue integration of services with the Macau system, a healthcare center will be built to operate with the same model of external consultation services provided by clinical centers in Macau that are financed by the Health Bureau.

Education facilities are also included in the project, with the building of a school which will give priority admission to students who are residents of Macau. Family and community centers, as well as services catering for the elderly, will also be created.

Foreigners Require Visa to Enter Hengqin Cooperation Zone

Yesterday, Secretary for Security Wong Sio Chak confirmed that foreigners will need a valid Chinese visa to enter the Guangdong-Macau Intensive Cooperation Zone in Hengqin.

The comment came after Tuesday’s confirmation on the mainland jurisprudence over commercial disputes in the Cooperation Zone by Secretary for Economy and Finance, Lei Wai Nong.

Wong stressed that immigration policies and thus visa requirements are national policies. He added that for the time being, no change had been announced so the policies in effect are prevalent, although mainland China was still barring foreign entrants.

The security official’s comment was made in response to journalists’ questions during the last session of the media briefing series on the Cooperation Zone.

In contrast to other land border checkpoints, the Hengqin Border Checkpoint has a visa application room for foreigners to apply for a visa on site, a practice similar to visa-on-arrival applications at airports.
