The tower is only one element of the Tower City complex. That complex would have been big-time even in Chicago and NYC.

.
Do you mean ' a ton of' or 'any' in Europe? Because there are quite a few examples of both if you meant the latter.

Eg Moscow:

Warsaw has one - now very awkward as it's the city's icon, but gifted by Russia

London - the postwar offerings were so godawful they took down 500 highrises in the next two decades

Or the untrammeled delights of the Costa del Sol - people honestly thought this looked good across the Mediterranean

Yes, it was a massive development, I wasn't trying to downplay it. It's just that in terms of overall pre-war skylines, Cleveland's Terminal Tower (tallest in the world outside of NYC) had very little supporting cast at the time. and while it had one eggregiously tall centerpiece tower that was taller than chicago's tallest, the rest of the skyline was quite a bit shorter by comparison.

# of pre-war towers over 400':

Chicago: 22 (2nd most in the world after NYC)
Cleveland: 1

while its true they arent in touristed areas, actually there are quite hilly parts in every boro -- and you left out the entire boro of staten, which as with upper manhattan and the western bronx is chock full of epic hills:

Staten Island hills dwarf all in the Big Apple

STATEN ISLAND, N.Y. -- Staten Island is known for steep, curvy hills -- Grymes, Lighthouse, Ward, Fox, Dongan, Emerson Hill, Sunset and others.

They are located in some of the most scenic neighborhoods, with spectacular vistas of New York Harbor, the Manhattan skyline, New Jersey and beyond.

I think Hills in cities make the city more interesting. Different types of architecture, infrastructure etc interacting at different elevations. Just look at SF.

If only Staten Island was was more like the rest of the city. It needs to be connected by a subway line or something like that.

Not a typical "skyline" shot, but still pretty cool (and very far away!)

If Cedar Point's roller coasters were considered "skyscrapers", it would have a taller skyline than Toledo, which is Ohio's 4th-largest city.

There is a building I'm trying to get on roof of in Menlo Park to take a photo of San Francisco's and Oakland's skylines which are about 25 or so miles away.
