go see for yourself. When you scale back cleaning, dont fix elevators (in a highrise) etc thats pretty much wanton reckless and disregard for peoples safety.
Then don't move into one of those buildings.

On the premises it is private property and therefore not to responsibility of the authorities. Am landlord, understand my responsibilities. Yes individuals health is their own job, but you must do everything within your power to make it so the individual can reasonably be expected to maintain their own health.

I own a property that I rent, and while the tenant is responsible for their own health and safety, so am I. I can and should be held liable for expecting the tenant to perform measures beyond reasonableness to ensure that health and safety.

I believe there's only one elevator working (so that's definitely a Medallion problem) and the other issue not highlighted was the outbreak declaration (started in March, declared a month later) later than it should have been. So the city should share some responsibility too in this problem.
