MOSCOW | Top of Russia Tower - use?

According to the Skyscraperpage-Database, the top floor of 612 metres tall Russia Tower will be in height of 500 metres. As Russia Tower will not get an antenna tower on its top, there is the question, what is the planned use for its top. Will Russia Tower not have any floors above 500 metres?

Foster and Partners state that 'at the summit' will be a public viewing deck. I would think the very top part will be largely ornamental, just to balance out the design.

Speaking of which, it's a crying shame they cancelled the Palace of the Soviets project. Even with Lenin on top, that behemoth rocked the casbah before rocking the casbah was in style.

well...it was a rather ginormous project. I wish it could have been built without the statue though. That era of Russian architeture was stunning.

top of the tower
7-story tall observation deck and mechanical levels. 612,2 is the tip of roof.

it's fully capitalistic since 1987. just stepped back a bit to controllable capitalism to control inflation. and it's being ruled by democrats and capitalists since 1964. there was an only exception in 1984.
Kosygin - utter capitalist (1964-1980) / Brezhnev - neutral (1964-1982)
Andropov - capitalist/democrat (1983)
Chernenko - an only socialist (1984)
Gorbachev - democrat/capitalist (1985-1990)
Yeltsin - democrat/capitalist [anarchist] (1991-1999)
Putin - social-democrat/capitalist (2000-2007)
Medvedev (highly possibly it's going to be him) - democrat/pro-corporate utter capitalist (2008-)
