JFK is an international hub for AA, with very little domestic feed compared to LGA or DCA.

All true, but no service at all to NYC is nonetheless a definite gap which likely flows from the personnel shortage. Both Air Canada and, more recently, Delta have served LGA from here. That route presumably was justified by demand for travel to the NYC market itself, as opposed to ongoing connections.
