I believe so, the floating
sea bridge was installed because the waterfront boardwalk was blocked off for construction, so they installed this as a way around it.
I could see them keeping it there, or moving it to another part of the waterfront, if it became a tourist attraction on its own, but as far as I have heard it will be removed when construction is finished.

FWIW, I was on it last night with some work associates visiting from Toronto, because they had heard about it and specifically wanted to see it in person...
