That's a good point. In the Toronto community, zoning approval definitely gets all the glory over development approval. Site plan is often considered simultaneously with the rezoning. In most places, it's development approval.

Possible impact on Ottawa's CBD skyline from one building that should start construction this year. New tallest in the CBD since 1971. This shot does not include 5 other buildings varying between 18 and 29 floors u/c.
