Stopped long enough to see the sign (briefly).

2 - 11 storey apartments on a 1 storey podium
A 3 storey mixed commercial residential townhouse and 2 - 1 storey stand alone commercial buildings.

It was a quick stop and not long enough to get my camera out. I know the 2 - 11 storey buildings are correct.

Not as big as hoped, but that's still better than nothing. Good to get ~highrises building on the mountain again.

died a long time ago.... a few residents complained because as we all know, only box stores and winding suburban streets can be built in that part of the city.

Cool reception for Upper James development

Angelo Riccio has a plan he thinks the city will support.

The president of Varcon Construction has been working on plans to develop about 1.6 hectares of land on the southeast corner of Upper James Street and Stone Church Road since 2010. Eight empty and boarded up houses sit on the site. The original development plan included twin 30-storey condominium towers. That was later changed to a couple of 12-storey towers plus some commercial buildings and townhouses.

Riccio is now looking to build an eight-storey building on the northwest corner of the site and four smaller residential buildings of three and four storeys on the east side that will feature a courtyard in the centre.

The first floor of the tower will be commercial space and the upper floors will be residential units that will either be rented out or sold as condos. There will be 315 units in total along with 382 underground and 135 above ground parking spaces.

"Every city needs development," Riccio said.

The plans were presented at a Jan. 31 public meeting at Barton Stone-Mount Hope United Church.

"I think we do satisfy the city," Riccio said. "They seem to be working with us now."

Joe Plutino of Mainline Planning Services is working with the developer on the project. He said the proposal is in line with the city's official plan.

"We moved the mixed-use building to the west half of the property at the intersection of Stoney Church and Upper James," Plutino said. "In doing so we complied with the intent of the official plan."

They are also looking to change the zoning for the site from agricultural to mixed commercial-residential.

Plutino said they hope to bring the plan before the city's planning committee by summer and commence construction in the fall.

The proposal received a cool reception from some of the 20 or so area residents who attended the meeting.

"I'm not thrilled with it," said Heather Korie. "We already have a traffic problem with the corner."

Joanne Eagles added the development will only add to an already congested area.

Plutino said the developer's traffic study indicates the project will add about 50 automobile trips per hour to the area during the morning and afternoon rush times.

While she agreed traffic is an issue in the area, central Mountain Coun. Donna Skelly said she supports the plan.

"I think it is a good compromise," she said. "I think there are parts of the city that have to absorb intensification and I think Upper James is one area where it can work."

When asked about the neighbours' traffic concerns, Skelly said that can be fixed.

"It's called improved bus service," she said. "If we can improve (bus service) on Upper James, I think you will see a lot of it fixed."

The Ward 7 councillor added that she is also pushing to widen Rymal Road at Upper James, which will also help ease traffic congestion in the area.

Wow...this city is so embarrassing sometimes. This site is absolutely perfect for mixed-use, more dense development. Never forget: we pay the highest taxes in Ontario for a reason.

that's a bit opposite of what they originally planned. 520 parking spaces for 315 units. talk about turning your back to the street. I give up.

Blame city hall. 100% Developers are trying to rebuild this old town, but the Hall won't let them.

A mixed-used development at the corner of Upper James Street and Stone Church Road will become a model for potential urban infill developments across the Mountain, said Ward 8 Coun. John-Paul Danko.

Hamilton’s planning committee Sept. 17 approved in a 9-0 vote a zoning change permitting the construction of an eight-storey building, with ground floor commercial space and two four-storey buildings, totalling 373 residential units on the 1.79-hectare, irregular-size property.

The project, by A.R. Riccio Developments, is on the southeast corner of Stone Church Road East and Upper James Street. There are currently eight vacant single-detached houses on the property.

The proposal is located across busy Upper James Street from the historic Barton Stone United Church and cemetery. Joseph Plutino, principle of Mainline Planning Services, said shadow studies conducted by the developer found the buildings will have a “negligible” impact on the historic structure.

Danko applauded the application, which over the last eight years has undergone a significant transformation, calling it the right type of development along two transit and transportation corridors. Upper James is identified in the city’s transportation strategy as part of the rapid transit BLAST network “A” line, which includes light-rail transit.

“This is exactly the kind of urban infill development and economic uplift that we are trying to promote,” he said. “The site isn’t overbuilt. It fits with the urban node. This is a future LRT stop at that corner.”

The original submission for the property in 2011 included twin 30-storey condominium towers.

Planning Committee, Sept 17 2019:

The Owner, A.R. Riccio Developments, is proposing to rezone 1351, 1355, 1359 and 1375 Upper James Street and 16, 24 and a portion of 34 Stone Church Road East for an eight storey mixed-use building (Building “A”). The application also proposes to rezone the remaining portion of 34 Stone Church Road East, and 40 and 48 Stone Church Road East to permit two, four storey multiple dwellings (Buildings “B” and “C”). There are 220 residential units proposed within Building “A” and 138 units are proposed within Buildings “B” and “C”, for a total of 358 residential units, although the final number of units may vary, provided the overall number of units in the three buildings combined does not exceed a density of 200 units per hectare or 358 units, whichever is less. In addition, a total of 477 parking spaces are proposed, with 113 spaces being surface parking spaces and 364 being underground parking spaces.

To accommodate the above proposal, a rezoning from Mixed Use Medium Density (C5, 318) Zone, “C” (Urban Protected Residential, etc.) District and “AA” (Agricultural) District to the Mixed Use Medium Density (C5, 724) Zone for lands located at 1351, 1355, 1359, 1375 Upper James Street and 16, 24, 34, 40 and 48 Stone Church Road East is proposed. Modifications to the By-law are required to revise the definition of front lot line, to acknowledge encroachment and location of emergency stairs to below-grade parking, to increase the maximum permitted height, to permit a reduction in the permitted interior side yard and to permit a reduction in parking and loading requirements.

The application has merit and can be supported, as the proposal is consistent with the PPS, conforms to A Place to Grow (2019) and complies with the Urban Hamilton Official Plan (“UHOP”).

Never mind "across the Mountain" -- this scale is a model for infill in many parts of the lower city, Dundas, Ancaster, Stoney Creek, Waterdown...

I would have liked to see the 30-storey towers go up, but shorter and wide makes a lot of sense and will piss off fewer people that are not among us skyscraper nerds.

They've fenced in the area, started to demolish some buildings and they're clearing out the site.
