Chinese group lays out early plans for big downtown Bellevue property

The head of Plus Investment USA on Monday outlined plans for a large mixed-use development in downtown Bellevue that he said will include two condominium high-rises.

Plus Investment USA CEO Kevin Corbett said the working name of the half-block project is International Plaza. It's on the south side of Northeast Eighth Street, between 108th and 110th avenues, with Bellevue First Congregational Church occupying the west part of the property.

"Current massing contemplates several mixed-use towers [with] the first phase including two 43-story condominium towers above a retail podium..," Corbett wrote in an email. If plans move ahead, this will be the largest for-sale residential project in downtown Bellevue since another two-high-rise project called Bellevue Towers started construction nine years ago.

Like some other big condo developments in the Puget Sound region, Bellevue Towers struggled, with the developer turning over 420 unsold units to the project lender in 2010. The lender cut prices by 30 percent, and all of the 539 condos eventually were sold.

Plus Investment USA is the local real estate arm of Hong Kong-based Plus Investment. The company paid $30 million for the church property 14 months ago, and followed that with the $45.9 million acquisition of the land on the east end of the block. Beacon Capital Partners, which sold the land, had plans to build a 24-story office tower on part of the property and an 18-story office on the other.

Corbett said the Puget Sound area's condo market is making a comeback as apartment rents are rising to the point where it makes sense to build condos.
"Bellevue is arriving as a gateway," Corbett said. "It's no longer a suburb to Seattle."

Plus Investment USA will target "local buyers and global citizens alike" as prospective condo buyers, Corbett said.
He added that other uses at International Plaza are to be determined. Office buildings and hospitality are possible future uses. The goal, he said, is to build the project this decade.

"We're taking a 2020 vision of this development based upon market fundamentals..," Corbett said, adding that "Plus seeks to develop iconic architecture in its skyline, which will be explored with the city of Bellevue..."

  • Phase 1: Will be submitted for design review by end of year. Will include the Yuen Lui studio. Will take up the eastern third of the block. Two residential towers.
  • Phase 2: Will be the middle third and will also consist of two residential towers
  • Phase 3: Will be the western third of the block (where the church currently stands) and will be 600 feet. Use is still TBD but tentatively office.

It will eventually consist of five towers (4 residential, 1 mixed-use) built over 3 phases with at least one of the towers reaching the new 600 foot height limit.

PS. Floor counts are by my eye only, the rest of the info is from a couple sources at SSC-Seattle and architects website.

For a freaking suburb? Absolutely fantastic. Especially considering it is right next to a future subway stop, it's probably not intended to be a TOD, but it will be one organically I think.

Bellevue is a hidden jewel of the Northwest. Often people outside of the metro think of Seattle, but neglect its geographically stunning, and fantastic little brother Bellevue. Really I think because they haven't heard of it. For a proxy city / smaller satellite, this will really overhaul the area and add some nice density.

In a way, Bellevue is to Seattle as White Plains is to NYC. Two very underrated cities near popular destinations.

Developer plans huge four-tower Bellevue project

Elev8's new owner could make Bellevue's biggest high-rise proposal bigger after $128 million deal

Stanford Hotels recently acquired a controlling interest in the four-skyscraper project, paying Plus Investment (USA) Inc. $128 million for the 4.6-acre property, according to public records.

The first phase was to have two 40-story residential towers – one with condominiums and the other with apartments – on the east side of the property, across the street from the Neiman Marcus-anchored Bravern project.

The second phase called for a residential tower and a 350-foot-tall office building on the property's west side, where First Congregational Church operated for decades before moving.

But with the city's new zoning rules that allow for towers up to 600 feet tall, San Francisco-based Stanford said in a news release that it is evaluating all options for Elev8.

Stanford said the project will include office, residential and hospitality uses "and will enliven downtown living, enhance foot traffic for local businesses and support events and conventions" at Meydenbauer Center. Elev8 is a block from Meydenbauer and two blocks from a light rail station that's scheduled to open in 2023.

Update on the proposal that used to be called "Elev8". Three towers instead of four.

It is now called Cloudvue 10855 NE 8th St

"We are proposing a three-tower development over a continuous below grade garage with depressed mid-block that will provide garage and loading dock access. The develop is intended to be mixed use. Two towers will be office only and one tower is residential with a potential hotel at the base. The podium of all three towers will contain retail elements. Tower 1 (west) and Tower 2 (south) will both extend to 600 feet. The eastern tower will extend to the tallest height that our remaining FAR will allow which is approximately 500 feet. In total, the project is planned for approximately 1.5M sf of office, 440 residential units and 285 hotel rooms.

This is now called Cloudvue. It's chopped off 1 tower resulting in 3 towers.
