Relegation system needed in CIS/NCAA Football

Blow outs in CIS and NCAA football where you have totally outmatched teams playing teams they simply shouldn't be playing serve nobody interest. What do either team gain? What value do the fans get from watching these games?

It would be in everyones interest to setup a relegation system in both the CIS and NCAA to eliminate these mismatches and bring a level of competition back for everyone's benefit.

Break out the teams into tiers and let them play amongst themselves. The teams at bottom of tier 1 get relegated to tier 2 while the winner/top team of tier 2 get moved up to tier 1. This will improve the game, bring back fan interest, improve the skills of more players and eliminate meaningless blow-outs.
