Abandoning Neihu Line to save Muzha system `not impossible'

By 中央社

Every possible way to fix the problem-plagued Taipei Mass Rapid Transit Muzha-Neihu Line will be taken into account, the Taipei City Deputy Secretary-General Tan Gwa-guang said Wednesday.

Tan made the remarks in response to reporters' questions about a local tabloid weekly report saying Mayor Hau Lung-bin intends to abandon the unstable Neihu Line in order to save the Muzha Line.

Tan declined to comment directly on the allegation, but confirmed that work to transform the Matra-built Muzha Line trains so that they can be used on the Neihu Line system constructed by Bombardier Inc. have been suspended.

He also announced that to allow Bombardier -- a Canadian company -- to fix the broken system, the Muzha-Neihu Line will be closed until 6 a.m. Aug. 24, adding that free shuttle bus services will operate along the line during the suspension of services.

According to Tan, the city government has outlined a variety plans to address the problem for good, including shortening the service hours and shutting down the entire line until it can run without any hitches.

No matter which plan is adopted, passenger convenience will be the top priority, according to Tan.

The Neihu Line has been plagued with problems since it began commercial services July 4 and has been shut down several times due to system failures since then.

The latest closures occurred a day earlier, with three breakdowns on that day alone setting a new record.

The latest failures were the result of the crashing of a network communication system at the Dahu Park Station on the Neihu Line, Tan said, adding that the failed device had already been replaced.

The Neihu Line is a medium capacity system and runs on an elevated corridor except near Taipei Songshan Airport. It spans 14.8 km and connects with the 13-year-old Muzha Line, providing transport services to Taipei's suburban areas of Neihu, Nangang and Muzha.

Neihu line won't close longer than 1 week: Hau

TAIPEI, Taiwan -- Neihu-Muzha Line of Taipei City's mass rapid transit (MRT) will not be shut down for more than one week for continuous adjustments and testing, and the decision concerning the length of service suspension will be made today, said Taipei Mayor Hau Lung-bin yesterday.

Following the newest round of snags yesterday that resulted in two eight-minute power downs of the Neihu-Muzha Line earlier in the day, Hau maintained that it is inconceivable to suspend services on the line for one week or one month at a time when asked by reporters if the line will be shut down during the Deaflympic Games from Sept. 5 to 15.

After two consecutive weekends of service suspensions on the Neihu-Muzha line, the problem-plagued transit line once again experienced three failures yesterday, causing the already-low passenger confidence to plunge even further.

A Taipei City parent Chang Shu-juan asked her daughter to leave for school half-an-hour earlier in anticipation of transit chaos whenever the line fails again.

Without any reassurance of transporting the students to schools on time, the city instead made the students a consolation promise; students will not be penalized for arriving schools late if they were delayed by MRT failures, said Wu Ching-shan, head of the city-level department of education.

However, some students were less concerned about tardy records than their right to education. A Neihu High School student Chen Jo-heng said that she has lost all confidence in the Neihu line and would not take it to school, because she would miss classes if she were delayed by service disruptions.

On students' first day back to school yesterday, the Taipei Rapid Transit Corporation (TRTC) arranged for 120 buses to stand by for possible service disruptions.

At 6:53 a.m. yesterday morning, a south-bound train falsely detected an obstruction on the tracks. The signal problem was resolved within eight minutes. The same problem returned at 7:34 p.m. causing a 28-minute shut down and trapping 25 passengers in a tunnel near Xinhai Station.

Besides computer issues, the system also suffered structural problems. At 2:28 p.m., standard wear and tear of the cement support for the 10-year-old Muzha section of the line near Zhongshan Middle School Station disrupted services for another eight minutes.

Compared to the peak morning hours, between 6 a.m. and 9 a.m., last week, the line transported over 10,000 more passengers yesterday.

The many problems experienced by the integrated Neihu-Muzha line since its inauguration on July 4 have prompted a fervent discussion of whether the Canadian Bombardier Inc.-built Neihu portion of the line should be abandoned in order to save the French Mantra-constructed Muzha section, which ran with relatively few glitches in the last 10 years.

Found some info here....

TAOYUAN MRT

Quote:
‧MRT network of Taoyuan metropolitan area is composed of blue, red, green, orange, and brown lines. Please refer to the attached sketch map of the MRT network. The suggestion routes are explained as the following:

‧Blue Line: The determined route starts from (north) Taoyuan International Airport, through Taoyuan High Speed Rail station to A21 station (the intersection of Jungfeng Road and Huanbei Road). The project enters the detail designing and the construction stage. In the future, this line is supposed to connect with Jungli Train Station and then to the south to serve Lunggang and Bade urban planning areas. To the north, this line directly connects with International Airport Access MRT Line to the specifics zones of Taipei Station and also connects with Taipei MRT system network. To the South, the line can connect with Green Line and Sanying line of Taipei MRT in Bade as well as for transferring purpose The line can also offer the transportation service of the main corridor to the upcoming Air City in the west of Taoyuan metropolitan area, the specific zone of Taoyuan High Speed Rail Station, Jungli, Lunggang, and Bade.

‧Red Line: It starts from Fengming Station in the east, through Taoyuan Station to Jungli Station in the west. The service is given through the elevated railway of MRT. In this line, there are Guoji Road Station, Yungfeng Road Station, Neili Station, and Jungyuan University, and etc. There is a plan to build a 50-60m Yuanlin avenue to re-organize the urban plan and land utilization, to connect the main corridor of Taoyuan and Jungli (the two cords of the developing zones), and thus to construct a primary city space. This offers the city opportunity to re-development. The line can connect with the blue and green lines to offer the transferring function of the convenient MRT network. In the future, this line is going to extend to the west to Yangmei.

‧Green Line: The line plans to start in the north from the specific zone of Air City (connecting with the specific zone of Taoyuan High Speed Rail Station), along Jungjeng Road, through Taoyuan Station and Jieshou Road to Danan, Mayuan, and Bade city planning areas. It connects with MRT blue line and Taipei MRT Sanying line. It preserves the flexibility to stretch toward the south to serve Dashi city planning area and provides the transportation service to the main corridor which is Luju, Nankan, Taoyuan, and Bade in the Taoyuan metropolitan at the same time.

‧Orange Line: The line plans to starts in the east from the intersection of Dashing Road of MRT brown line, along Dashin West Road corridor, through Junglu city planning area, Jungfu city planning area, Jungli industry zone to connect with A21 station of blue line (the intersection of Jungfeng Road and Huanbei Road). Then it continues to go west, through Huanshi and Huannan Road corridor to Jungfeng Road and preserves the flexibility to stretch toward south to serve Lungtan area. This line provides the transportation service to the main corridor which are among Taoyuan, Junglu, Jungfu, Neili, Jungli, Pingjen and Lungtan in Taoyuan metropolitan. And at the same time, it plans to connect with MRT brown line, green line, and blue line to construct a complete network.

‧Brown Line: This line plans to starts from A10 station (Shanjiau station) of Taoyuan International Airport Access MET Line, along Nanshan Road and the passage of Taulin railway branch to connect with Taoyuan station. It has the function of connecting Airport Access MRT with Taiwan Railway and Provides the transportation service of the secondary transportation corridor among Luju, Nankan, and Taoyuan. At the same time, it obtains the function of access transportation by the connection of Airport Access MRT and Taiwan Railway system. Besides, this plan also plans to go east and starts from Taoyuan station, along Wanshou Road passage to Hueilung station of Taipei MRT Shinjuang line. Taoyuan MRT and Taipei MRT network can be connected by BRT and new LRT service. At the same time, the mass transportation between Taoyuan and Taipei metropolitan can be served to people along Gueishan area.

‧ And in order to provide convenient public transport services to Guanyin,Xinwu, and other areas, we suggest that interchanging from the bus rapid transit system (BRT) to the orange line.

New Taoyuan Station

Taoyuan, literary Peach Orchard, is a county in northern Taiwan famous for its delicious peaches; it is also Taiwan’s air transport gateway to the world. By proposing the Transit-Oriented Development (TOD) approach with strong green inclination, the “Green-TOD” concept, for the development of the New Taoyuan Station (Station) and its surrounding area, Sinotech was recently awarded the contract to provide engineering consultancy services by the Client. The Station sits in a designated 54-ha zone in the city center which can be, it is hoped, the catalyst of future green urban design in Taiwan.

The idea of “Drive Slow Go Fast” and the need to provide a “Traffic Calm” zone formed the backbone of the design criteria of this project which will include the following:

1.Green-TOD
The public transportation around the project site will be enhanced, the same as the development of this area. By adopting the concept of traffic calming, the traffic congestion of the core area around the Station would be reduced. Thereby the air quality and the safety of the area could be improved and a healthier environment for residents and traveling public could be sustained.

2.The Station as Transport Hub
The Station with a footprint of 32,000 m2 and 70,000 m2 of floor area will house an elevated railway station at 14m above ground and a metro station at 15m underground. It would become a transportation hub that houses conventional intermodal transfers among the rail and metro passengers within the Station and bus passengers outside. And by connecting to the nearby high speed rail station, Taoyuan International Airport Transit Link, and the Taoyuan metro system now under development, Taoyuan City would be easily accessible from within and without of the Taoyuan County. The 4-story station building will feature a 300m long transparent vaulted roof, partially installed with solar panel for power generation.

3.A Mixed Use Compact City with the Station as its Core
Presently, the buildings in this designated zone are mostly 3 to 5 stories tall, the landscape appears disorderly. The surrounding roads are congested and need to be widened and developed with traffic management in mind to cope with future demands. In addition to being a transport hub, the Station will become a magnet to draw developments of government offices, retail and commercial buildings, as well as conference and exhibition facilities into the area.

4.A Sustainable and Carbon Free Development
Using the 2005 European Union Eco-city Project as reference and the guidelines from the 2005 Urban Environment Accords, the plazas at the front and back of the Station totaling 12,000 m2 will have parks, greenway, and promenade. It is planned that within 10 years this Station area will be a model of “Eco-Friendly,” “Carbon Free,” “Inhabitant Happy,” and “Sustainable” urban development.

NEW WURIH RAILWAY (from SOREN, SHEN-LUNG LIN's flickr album)

i'm mixed on this one. it's kind of a mess, designwise. although i like that industrial scaffolding type skeleton structure in the interior, i think there's too much of it. and what's with that wavy shaped roof? totally doesnt relate to the rest of the building. you definitely know it's designed by a local architect.

This cost of whole redevelopment is about 30 billion US dollars...100billion NT. It includes 17km underground railway and train station redevelopment. The underground project had been started in few years. The bid of train station redevelopment will start at tomorrow 25/11/09.

And the structure you are talking about is not bridge, it is kind of cover.
