Talking About Taipei Xinyi District Future Development

Since Taipei 101 started operation, people have been talking about Xinyi District Skyline. Since Taipei was completed, there have never been single building can balance Xinyi Skyline that Taipei 101 created. Until 2013, finally there is bright light for Xinyi District Skyline.

A. World Trade Centre Hall 1, 2, 3 will be scheduled to shut down after National Exhibition and Convention Centre in Nangang has completed (Nangang Exhibition and Convention Centre Stage 2). World Trade Hall 2 and 3 has been planned for redevelopment. In 2012, World Trade Hall 2 PPP Bidding was won by NanShan Insurance. The project is called NanShan Plaza and is undergoing urban design and environmental impact assessment process.

1. World Trade Centre Hall 1: When National Exhibition and Convention Centre is completed, events are going to move to Nangang, World Trade Centre Mall 1 will be shut down for other use. However, there is no clear information about next step.

World Trade Mall 1 is located at A24 and is one of four main buildings of Taipei World Trade Center Development back to 1982. The development includes World Trade Hall 1, Grand Hyatt Taipei Hotel, World Trade Center International Trade Building and Taipei International Convention Centre. Regard to current urban plan and regulation, A24 has to be developed as one completed block. It means the redevelopment has to include all these buildings.



Development site: 66116 m2
Statutory Floor Area Ratio: 560% (Redevelopment: MAX 840%)
Statutory Building Coverage Ratio: 50%

Expectation: The scale of development can be multi-number buildings in 200 m to 400 m range. The site has potential to reach highest height that developer can build in Xinyi District under current regulation, sea level 605.49m, if developer want to build one very tall building.

2. World Trade Centre Hall 3: Currently it owned by Taipei City Government. It is outsourced to car park operator and is rented to Taiwan External Trade Development Council for convention events. Same with World Trade Centre Mall 1 and 2, it will use for different purpose when National Exhibition and Convention Centre in Nangang is completed. In 2008, Taipei City government set up PPP bidding for redevelopment. But it was cancelled due to delay of National Exhibition and Convention Centre development that would create shortage of space for convention events if it shut down. The zoning code is A21.



Development Site: 16063 m2
Statutory Floor Area Ratio: 560% (Redevelopment: MAX 840%)
Statutory Building Coverage Ratio: 50%

Expectation: It has similar size of development size with NanShan Plaza site, but it has higher statutory floor area ratio. Using NanShan Plaza as comparison, it should reach 300 m margin if developer come out similar proposal (one tall building).

3. World Trade Centre Hall 2: NanShan Insurance won PPP bidding in 2012 for redeveloping World Trade Centre Hall 2. The development is in progress. The project is called NanShan Plaza. After several re-designing, the final design is a 273.6m tall complex. It has 45fl and contains museum, office and shopping centre. The zoning codes are A15, A18 and A20.

Development Site: 17708 m2
Actual Floor Area Ratio of Development: 684.43%
Actual Building Coverage Ratio of Development: 58.5%

4. Chinatrust Xinyi Headquarters: Chinatrust is going to move its headquarters to Nangang Area when their new headquarters is completed. Chinatrust is going to sale this old headquarters with price at least 20 billion NT dollars. The new owner is expected to rebuild original building to higher building to match its real value. The zoning code is A7.



Development Site: Estimated 9000 m2
Statutory Floor Area Ratio: 560% (Redevelopment: MAX 840%)
Statutory Building Coverage Ratio: 50%

Expectation: Once it is redeveloped, it is going to be higher than original building. Using Xinyi A3 and Farglory Financial Centre as reference, the building should reach 200m margin at least.

5. Xinyi A13: Far Eastern Group won PPP bid in 2003. Since then, Xinyi A13 has been using for car show, exhibition, concert…etc. There is no confirmation for what Far Eastern is planning to develop. However, Far Eastern said to news media it will be commercial complex with office and shopping. There is no more development on this news. Last sources describe Far Eastern is planning 170m complex.

Development Site: Estimated 6600 m2
Statutory Floor Area Ratio: 450%
Statutory Building Coverage Ratio: No Clause



Expectation: Xinyi A13 is located at Shopping and Entertainment Area of Xinyi District. Looking at A10 and A12 which are developed by Fubon and ShinKong respectively, Xinyi A13 should be 80 to 150m tower once is completed.

6. Xinyi A25: Taipei City Government, Finance Department is conducting Xinyi A25 BOT bid this year. But it has failed with no bidder submit tender document. The BOT is required to build car park at least 33 plots for Tour Bus. The car park does not count as floor area ratio under Taiwan development code and regulation. It has similar scale in term of size of site and floor area ratio with World Trade Hall 3 and 2 sites.

Development Site: 18,022 m2
Statutory Floor Area Ratio: 400%
Statutory Building Coverage Ratio: 40%



Expectation: Xinyi A25 site is similar to NanShan Plaza site and World Trade Mall 3 site in term of scale. However, the location is not as good as these two sites and floor area ratio is lower to these two sites. To overcome the disadvantage, government set up floor area bonus for this BOT. The building should be in 200m to 250m range.

7. Xinyi D3: Residentail Area, Super Luxury Residential Building, 149.7m and 40F

Development Site: 5133 m2
Actual Floor Area Ratio of Development: 394.69%
Actual Building Coverage Ratio: 32.62%

whatever they do, they better hire foreign architects to design them especially globally renowned top-notch foreign architects. and they need to open up the real estate development market to foreign investors (except chinese) since they have the money to invest in big developments. taiwanese companies are just too small hence all the delays from the lack of local bidders for the projects.

In fact, Taiwanese financial sectors have capability to do large development, for example NanShan Plaza.

Xinyi District has issue with its ROI and vacancy rate. The real estate booming hurt potential investment as rent does not catch up rising property and land price, in opposite, it is actually decline. In other hand, vacancy rate stay has remained at high level for long time. The rate is more than 10%.

Fubon Headquarters will be 57f tower based on information from government document.
Chinatrust Xinyi Headquarters was sold to new owner and is planned to build 40+ building.
Xinyi District Office Building is led by Taipei City government for redevelopment. Taipei City government set up vision for 46f building.

I was just in Taipei and think these new towers will work amazingly to improve the Xinyi skyline. Taipei 101 is still the definitive gem of the area and will always be, but more balance is needed. At the end of the day, none of these towers will even threathen Taipei 101's position as the landmark, as it is so damn tall.

they really should entirely reclad taipei 101 with better looking glass. and redesign the top. the design is so clunky.

Yeah, I am not a huge fan of the green glass, but I doubt anything that will happen unless lots of windows will be blown out by a big typhoon. Shape-wise I don't mind it, as it is an iconic building as it is.

Fubon proposes 56fl 280m tall building at A25 site. The proposal of Chinatrust Xinyi Headquarters Redevelopment is 45fl tower regard to source.
