HALIFAX — A partner in the business group trying to land a CFL franchise and stadium in Halifax says the group's long-awaited business plan is now in the hands of the municipality.

Anthony LeBlanc, of Schooners Sports and Entertainment, confirmed a "voluminous" package of information was submitted to Halifax's chief administrative officer after business hours Friday.

In an earlier interview, LeBlanc said the submission to the municipality's chief administrative officer, Jacques Dube, includes a 40-page main proposal along with accompanying documents that amount to hundreds of pages.

"We will work very closely with Mr. Dube and his staff over the next series of weeks and months as they review," LeBlanc said.

He said it was a relief to finally submit a package that was first promised last December.

"I know we are taking our lumps from people saying, 'Why has it taken longer?' Well, it's taken longer because we want to ensure that when we submit, it's everything that we can envision that HRM senior staff is going to require," he said.

He said the schedules accompanying the main proposal are the work of third-party experts recruited by the business group and Canada Lands Company, which controls the land where the business group has said it would like to build a $130-million stadium.

They include a real estate market and stadium impact analysis, planning assumptions and site plan revisions, along with a list of prospective community events for the stadium.

There are also letters of support from outside organizations, a revised master plan from Canada Lands, infrastructure designs, a traffic impact study, and a survey of stadium financing plans in the U.S. and Canada from a public-private partnership perspective.

LeBlanc said a previous economic impact analysis that was commissioned from Deloitte in May 2018 was also included.

He said it would be left up to the municipality to release any details in the documents.

Meanwhile, LeBlanc confirmed the business group is formally trying to get approval for a stadium in Shannon Park, which sits on land on the Dartmouth side of Halifax Harbour near the MacKay Bridge.

"I know that there will be some questions that come up and there will be evolution over the next months and even years as we move forward," LeBlanc said.

He said he wants people in Halifax to know Schooners Sports and Entertainment is serious in its intent.

"Obviously there are going to be people who are against it, and all we ask is that they look at the information with an open mind."

Halifax Mayor Mike Savage said in an interview last week that a final decision by regional council is not imminent.

Savage said once submitted, the business plan would be studied by city planning staff before it would go to council for consideration.

Dave Naylor from TSN is reporting that the Toronto Argonauts and the Saskatchewan Roughriders will be playing a neutral site game at SMU this July. This is what the announcement will be in Halifax, tomorrow morning.

Not sure if people expected this to be announcing a stadium when there's been little evidence they even found a site. The ad literally says "A BIG EVENT IS COMING"

I'm assuming there will be a lot of temporary seating added for this.

"Huskies Stadium is a Canadian football stadium at Saint Mary's University in Halifax, Nova Scotia, home to the Saint Mary's Huskies. It had a promoted capacity of 9,000 to 11,000 that is achieveable via temporary seating, but the actual permanent seating is only 2,000."

Our family booked flights already. Looking for some advice on good hotels close to all the attractions. Can’t wait, first time going east of Montreal in Canada.

The Westin Nova Scotian might be your best bet - it's at the southern end of downtown and it's the closest major hotel to SMU. It's a nice, old railway hotel (very similar to Hotel Saskatchewan I think) and not particularly expensive compared to other hotels downtown. Other "nice" ones downtown would be the Lord Nelson (another railway hotel, also close-ish to SMU), the Marriott Harbourfront, the Prince George, Hollis Doubletree, and the Deltas, plus Sutton Place should be open by then. There's also a bunch of mid-range chains like Sheraton Four-Points and Hampton Inn. Check to make sure they have on-site parking if that's important to you (many don't).

If you want quiet at night the Dartmouth Doubletree, Chocolate Lake Best Western, or Chebucto Inn are each 5-10 minutes drive to Downtown but far removed from the late-night district. Then there's more chain hotels in areas like Clayton Park and Dartmouth Crossing which are 15-20 mins from downtown (and SMU) but with better access to the rest of the region.

There's also a bunch of smaller boutique hotels. There isn't a risk of ending up at a seedy, falling-apart SRO "hotel" like the ones that are being shut down in Vancouver.

Something to be aware of is that downtown is noisy. Both during the day (heavy bus and container truck traffic) and night (last call is 3:30am at some bars). This catches people off-guard sometimes.

I don't think that anyone expected a stadium announcement, considering the glacial speed of finding a site, and the level of dysfunctionality that we have witnessed so far.

IMHO this is, however, an indication that the idea is still alive and well. Perhaps it will be used as a tool to display the local interest in a CFL team (by attendance) to local politicians, or perhaps its function is to increase local levels of interest. Either way its timing is indicative that there is some momentum to the process of bringing the CFL to the maritimes.

Just received an email from Atlantic Schooners, that the window for season ticket deposit holders to purchase Touchdown Atlantic tickets starts today at 11AM - runs through to March 2.

8 is the maximum number of tickets you can purchase in the pre-sale period.

I got my tickets, seats are going fast it's hard to tell how many seats are left with the way Ticketmaster releases seats in blocks as oppose to Ticket Atlantic that usually shows all available seats.

As of this morning, there were 972 seats remaining. They'll be sold out before the General Public has a chance at them.

Touchdown Atlantic tickets appear to be moving fast

The Riders and Argos are headed to the East Coast this summer and it looks like tickets are already moving briskly.

A pre-sale began recently for the game on July 25 and at the rate they’re moving, there might not be much left when tickets go on sale to the public on March 10.

Granted, capacity isn’t all that high. The stadium at St. Mary’s University usually holds 3,500 people with plans to expand the facility to 10,000 for the game.

Regardless, the rate at which the tickets are moving has to be seen as a positive sign.

There’s still some loose ends to be tied up for the event, as the league is looking for $200,000 in funding from Halifax City Council. According to the request given to council, the money would be used not only for a game this year but the next two as well. It’s unclear what would happen should the league not receive the funding. A report is due back in May.

The CFL has played four regular season games in Moncton, New Brunswick as part of the Touchdown Atlantic series. The University of Moncton’s Stade Croix-Bleue Medavie was the site for each of those match ups.

Funny... a group of us were talking about the CFL proposal this week and we all quickly concluded it was dead here because this part of the country simply doesn't care about the CFL.

The Saint Mary's University football program is one of the most successful in the country and one of the most popular in the region. The Huskies have reached the Vanier Cup nine times, winning the national championship of Canadian university football on three occasions (1973, 2001 and 2002).
