It's been quite a busy week in terms of development news here. We have another major project coming before weeks end that will stir a conversation for a while.

November 9th: Green Street Planning Office and Entertainment Hub on McRee

Green Street’s plans call for a mix of bar/restaurant space, office space, and a brand new entertainment venue. The entire cost of construction is $37 Million. Acquisition of the properties totals out to be $3.7 Million. One building will be preserved and redeveloped as a result of this project, that one being the Cardinal Building Supply building at 4565 McRee. 4591 McRee is the building that will be demolished for the entertainment venue.

November 12th: Old North's Webster School to Become Senior Apartments

The City of St. Louis Planning Commission will review a blighting request for the property at 2127 North 11th Street at their November 13th meeting. The Webster School was designed by William Ittner and was opened in 1907 and closed in 2007. The plans call for the 68,000SF school to be converted into 45, two-bedroom apartments that average out to be 970SF. An additional 4, two-bedroom villa style units will be built on the West side of the building near Hadley Street. The total number of units in this project will be 49.

November 14th: OPUS to Development Office Building at Jefferson and Chouteau

Being actively marketed as "1000 Jefferson", the 150,000SF Class-A office building will have a brick, stone, and glass design and will be built up to the corner of Jefferson and Chouteau. The plans also allow for a tenant to put signage on the roofline, which will be visible from Interstate 64.

1000 Jefferson will feature street level windows, but no retail space according to floor plans. Instead, the first floor will be office and amenity space. Retail and restaurants will be situated on the first floor of the nearby apartment and hotel buildings.

November 19th A.M.: 11-Story Residence Inn Hotel Planned in Downtown Clayton

The regionwide hotel boom isn’t finished yet as a new proposal for a 168 room, 11-story Residence Inn by Marriott in Downtown Clayton comes forward.

According to the City of Clayton’s Architectural Review Board documents, the hotel will be developed by St. Louis based Midas Hospitality and will rise at 8125 Forsyth. That address is currently home to a vacant, 2-story office and retail building.

November 19th P.M.: Fred Kummer's Clayton Project Returns

Several months after the City of Clayton rejected Fred Kummer's proposal at Bemiston and Maryland, an updated version will be presented on December 2nd. The latest version is a slight improvement over the previous plans, but it is certainly no winner.

The newest plans call for a 14-story building (down from 21) with 115 condos to rise on the half block site in Downtown Clayton. The plans do not preserve the Harris Armstrong designed Shanley building or the old commercial buildings along Central Avenue. Instead, the condo building will be a T shape with minimal retail on the Central side and minimal space on the Bemiston side. The Maryland Avenue side will have the entrance to the building's parking garage, besides that, Maryland will have a blank wall the entire stretch between Bemiston and Central.

^ other than the very preliminary hotel rendering (which hasn't been reviewed by the city yet), i'm not seeing anything "hideous". the Kummer proposal, while plain, is a big improvement in massing over the initial design and doesn't look that different from a number of classic brick mid-rises in the central west end. the materials will make the difference.

^ well, Clayton's residential population is only ~16K, so it kinda makes sense that DT Clayton's streets are empty after 5. the more "boxes" with people living inside, the better. and again, there are plenty of simple yet stately buildings elsewhere in the city. the choice of materials will make all the difference.

Developer doubles down on Laclede's Landing, plans $12.4 million apartment project

ST. LOUIS — Advantes Group is doubling down on Laclede’s Landing with plans to acquire two historic Second Street buildings and turn them into 76 apartments and street-level commercial space.

The $12.4 million renovation of the 1881-built Greeley Building at 618-624 North Second Street and the Hoffman Brothers Produce Building at 700 North Second Street would be the second major project on the Landing for St. Louis-based Advantes, led by Brian Minges. The developer recently completed its Peper Lofts project in the former Bi-State Development Headquarters at 701 North First Street, adding about 50 apartments and office and retail space to the Landing.

Advantes has the two buildings under contract and plans to acquire them from real estate speculator and river barge magnate Dave Jump for $2.7 million, according to a report from the St. Louis Land Clearance for Redevelopment Authority. Staff for that office recommends the city grant Advantes 10 years of 75% property tax abatement for the project.

It’s not the first time a developer has had the two Jump-owned buildings under contract. Last year, a Philadelphia developer had them under contract with similar renovation plans but later walked away from the deal.

Investors are taking some new interest in the Landing now that the Arch Grounds renovation is complete. That massive, yearslong project restricted access to the historic downtown district and put some restaurants and bars out of business. In response, the city has negotiated a deal with Drury Development to extend Lucas Avenue through the hotel company’s parking lot, giving a new entryway into the district from downtown to make up for the loss of Washington Avenue access as part of the Arch project.

Advantes’ rehab of the historic Christian Peper building, a late 19th century tobacco warehouse, into apartments has been great for the area, said Laclede’s Landing Community Improvement District President John Clark. If the company can acquire and redevelop Jump’s properties, that “really tips the scale in a positive direction.”

“We’ll finally get something going for those buildings that have just sat there forever,” Clark said. “He starts getting those going, there will be other people wanting to do things.”

Advantes also plans to use almost $2.5 million in state historic tax credits and $1.5 million in federal historic tax credits to help finance the project.

Dave Sweeney, an attorney for the developer, told the LCRA board that Advantes is considering the possibility of some sort of museum catering to tourists on the ground level, perhaps related to the river.

“So you’re suggesting the museum be named Mississippi Nights or something?” LCRA chair Matthew McBride quipped, a reference to the beloved longtime Landing music venue that closed in 2007.

Advantes has also taken on several former school building apartment rehabs, including Lafayette School in Soulard and Sherman School in Shaw. It’s working now on a rehab of the former Wilkinson Elementary school building at 7202 Arsenal Street in the Ellendale neighborhood. That $5.6 million project envisions 32 apartments and a new 3,000-square-foot office for Advantes in the old school gym. City development staff recommended 10 years of 80% tax abatement for the Wilkinson school project.

Chouteau's Landing has a Redevelopment Plan

The project is set to be one of the largest redevelopment project that St. Louis City has seen in decades. It will also be a project that will be praised by some and questioned by others, but all can agree that this will be a vast improvement over what is there currently.

Chouteau's Landing will see a few buildings demolished to make way for either parking, green space, or infill. The buildings on the demolition list include the remnants of the old Servco Building, a loading dock along Lombard Street, and the old factory on the lot bounded by 3rd, 2nd, Lombard, and Gratiot.

However, new construction buildings will help make up for the lost density. Two new mixed use buildings, a parking garage, and the potential adaptive reuse of the burned out Crunden Martin building will help add more usable space to the neighborhood.

100 North Kingshighway is making an impact on the (CWE) Central West End/Central Corridor skyline. The height, so far, and beauty.....are just what St. Louis needs. This is going to upscale (price, architecture, projects etc.) the CWE even more. Most future projects will have to meet this standard, I think.

Expectation of this new NGA West campus has spawned lots of new geospatial activity in the St. Louis region. Many new national and international firms have been setting up shop.

And a new downtown geospatial incubator has opened in recent months.

The National Geospatial-Intelligence Agency will host a groundbreaking ceremony for its new campus in North St. Louis Tuesday, Nov. 26, beginning a new chapter for the agency.

The ceremony will take place at 10 a.m. CT and is open to media. Rendering of the future NGA facilities in St. Louis, courtesy of McCarthy HTT.

“The new campus will be a secure, flexible, cutting-edge intelligence facility that will put NGA in the heart of St. Louis’ growing geospatial ecosystem and help NGA take advantage of its biggest strengths, its people and partners,”
said NGA Director Vice Admiral Robert Sharp.

The new NGA campus will be located at the corner of Jefferson and Cass avenues.

The North St. Louis location puts NGA in the heart of a community of outstanding academic institutions and cutting-edge industry.

It is scheduled to be open and fully operational by 2025.

it's not beautiful (like every other modern government building in the US). and, no, it's not urban. but it's 5000 high-paying government intelligence jobs (hence the high-security, pastoral layout which could not be avoided), $2+ BILLION in up-front investment on a parcel of land that contained about 3 extant buildings, and millions more $ in investment from satellite companies setting up in/moving to St. Louis to contract with the NGIA (which has already started happening), as well as new development that is sure to take root in the much-neglected neighborhoods surrounding the facility. you would happily take it, too, warts and all.

NGA breaks ground on new facility in north St. Louis

SPRINGFIELD, Virginia — The National Geospatial-Intelligence Agency will host a groundbreaking ceremony for its new campus in north St. Louis Tuesday, Nov. 26, beginning a new chapter for the agency.
The ceremony will take place at 10 a.m. CT and is open to media.

“The new campus will be a secure, flexible, cutting-edge intelligence facility that will put NGA in the heart of St. Louis’ growing geospatial ecosystem and help NGA take advantage of its biggest strengths, its people and partners,” said NGA Director Vice Admiral Robert Sharp.

The new NGA campus will be located at the corner of Jefferson and Cass avenues. The north St. Louis location puts NGA in the heart of a community of outstanding academic institutions and cutting-edge industry. It is scheduled to be open and fully operational by 2025.

“NGA’s new campus will be built with spaces that will facilitate information-sharing and collaboration among NGA’s and St. Louis’s talented innovators,” Sharp said. “Working together, we can better achieve NGA’s mission of providing world-class geospatial intelligence to U.S. service members and leaders to keep our nation secure.”

The new facility will include approximately 712,000 square feet of office space, parking garages, a visitor’s center, an inspection facility and control access points. Plans are for the facility to include wireless technologies – which, while standard in private industry, has been a challenge for the intelligence community to adopt for a secure, classified work environment -- and for the facility to be built to Leadership in Energy and Environmental Design, or LEED, Silver standards for environmental sustainability.

The approximately 300 invited guests to the groundbreaking include Missouri Gov. Mike Parson, Sen. Roy Blunt, Sen. Josh Hawley, Rep. Adam Schiff, Rep. Lacy Clay, Rep. Ann Wagner, St. Louis Mayor Lyda Krewson, Acting Director of National Intelligence Joseph Maguire, U.S. Army Corps of Engineers Lt. Gen. Todd Semonite and many local north St. Louis residents – all NGA partners who played crucial roles in making NGA’s vision for a new intelligence facility in the St. Louis area a reality.
