In Gotham legal circles, it is considered to be one of the City of New York’s top real estate law firms.

Now, it is playing a key role in getting broadcast license agreements at 1 World Trade Center consummated.

Rosenberg & Estis, P.C. has attracted attention for its role in representing The Durst Organization in deals that have resulted in the relocation of broadcast transmitters to the lower Manhattan tower of two television stations.

They are unaffiliated WMBC-63, licensed to Sussex County, N.J., and WKOB-LD 42 in New York, the HC2 Holdings-owned property airing programming from the company’s Azteca América network.

As legal counsel for Durst, Rosenberg & Estis worked closely to ensure both WMBC and WKOB successfully planted transmitters from the 408-foot spire that caps the 1,776-foot tower, home to transmitters for both TV stations and cellular service providers.

Rosenberg & Estis, P.C. previously served as legal counsel to the Durst Organization in deals to that the relocation of CBS News and Stations’ properties, NBCUniversal’s properties in New York, WNET-13 and its affiliated PBS Member stations, WNYW-5 and WWOR-9 and Scripps-owned ION Media station towers to 1WTC.

Specifically, Robert M. Kessler, a member, and Jean S. Tom, of counsel, at Rosenberg & Estis represented the Durst Organization in the WMBC and WKOB transactions.

Robert Becker and Marc Musgrove handled negotiations for Durst Broadcasting LLC.

Developed by The Port Authority of New York and New Jersey, One World Trade Center is managed, operated, and leased by The Durst Organization.

To date, the Rosenberg & Estis telecommunications subspecialty team consisting of Kessler, Tom and others has worked on more than 40 television and radio broadcast license agreements for the Durst Organization for its One World Trade Center and 4 Times Square towers. Among other telecommunications infrastructure uses, Rosenberg & Estis negotiates agreements on behalf of building owners with telecommunications providers for various telecommunications infrastructure uses, including cell phones, television signals and fiber optic networks to provide service to tenants at those buildings or to the general public.

For WMBC, its old broadcasting infrastructure will be decommissioned at its current location, a 567-foot tower in Montclair, N.J., owned by the New Jersey Public Broadcasting Authority. Other current tower users will continue using the New Jersey facilities.

WKOB’s broadcasting infrastructure also will be decommissioned at its current broadcasting location, a tower at the Trump World Tower at 845 United Nations Plaza, which will still accommodate other broadcasters.

As the tallest building in the western hemisphere, replacing the Twin Towers destroyed in the Sept. 11, 2001 terrorist attack on the U.S., One World Trade Center offers advanced communications and technology infrastructure and unobstructed 360-degree signals to serve the New York tri-state region. Its state-of-the-art master antenna system emits approximately 2.2 megawatts of effective radiated power.

And, with its patented variable polarization technology, One World Trade’s broadcasting system is positioned to offer NEXTGEN TV services.

Construction started in 2019 after the temporary WTC PATH Station entrance that occupied this location was closed, and the new WTC PATH Station in the Oculus opened.
With the opening of the east plaza being almost all but confirmed, more elements of the old WTC site are coming into place.

Pop-up outdoor performances and seating were also present on the east plaza of the original WTC site (including up to the last day that the towers were still standing).

Spring and Summer 2022 might see the start of outdoor seating being set up on the east plaza of 1 WTC now that a section of the plaza is open to the public. A small event by itself but in some ways still a notable step towards returning to the normalcy of life that was present pre 9/11 on the WTC site.

MERIDEN, CT—In advance of the expected launch of NextGen TV in the U.S.’s largest market, Radio Frequency Systems (RFS), announced today that it has expanded the existing RFS antenna and combiner infrastructure atop One World Trade Center to deliver ATSC 3.0 to 7.45 million households across the New York City area.

The installation is expected to be completed by the end of 2022 and will be the first high-power source of ATSC 3.0 for New York. The upgrade will allow NYC-area PBS stations to launch NextGen TV, announced earlier this year. The WNET Group's WLIW21 will serve as the host station for ATSC 3.0 broadcasts for the three major PBS member stations in the New York metropolitan area: THIRTEEN, WLIW21 and NJ PBS.

New York got its first low-power ATSC 3.0 service last month, with the launch of WNYZ-LD, a low power station that provides Korean language TV and radio broadcasts to the metropolitan New York City area and eastward towards Long Island.

RFS has worked on installing broadcast equipment atop One World Trade Center since 2015. In this latest upgrade, an additional ATSC 1.0 channel, WMBC 18, an independent television station licensed to Newton, N.J. is being added to the existing RFS main and auxiliary antenna and combiner systems, which will allow WMBC 18 to upgrade to ATSC 3.0. In addition to the combiner add-on equipment, the system incorporates 12 pole mask filter systems for both main and reserve operation that are combined with an RF switching system to provide high levels of redundancy and flexibility.

Victor Joo of WMBC commented, “The aim of this project is to deliver the best for our customers in a timely and efficient manner. Working with RFS, tapping into its knowledge base, technical expertise, and experience in the industry, especially at One World Trade Center, is allowing us to achieve this. We believe the future looks bright for the industry and the general public, as ATSC 3.0 allows us to meet changing and growing demands.”

In addition to the new equipment, the RFS patented Variable Polarization Technology (VPT) antenna installed in 2017 to address the immediate spectrum repack challenges, but with NextGen TV adoption in mind, is ready to support ATSC 3.0. VPT technology is incorporated into the equipment to allow any of the stations operating into the system to optimize their radiated power by setting preferred polarization ratios for each of the main and auxiliary systems.

For WLIW21 (Channel 32), a station already on RFS’s One WTC combiner/antenna system, the recent optimization of its VPT input now provides circularly polarized radiation, which is vital for numerous ATSC 3.0 applications.

Frank Graybill, Senior Director of Engineering and Technology at The WNET Group commented, “We want to be a leader in the broadcast space and ATSC 3.0 adoption is a key part of this. The system designed by RFS has the flexibility that will allow us to be nimble and adapt to several scenarios with this deployment.”

Marc Musgrove, Director of Broadcast Communications for The Durst Organization, at the One WTC site added “We see One WTC as the premier facility in New York City and to maintain that status, we have to keep pace with the latest industry developments. From deployment support to the system design itself, RFS is a key partner in ensuring we deliver this with a solution that adapts with broadcast evolution.”

Nick Wymant, Global Product Line Manager - Broadcast at RFS added, “One World Trade Center is one of the preeminent broadcast sites in the world and we are honored to support its ongoing development to deliver the latest in broadcasting standards. By selecting ATSC3.0 ready equipment in 2017 and continuing to build on that system, the One WTC site will now deliver the full potential of what is possible with NextGen TV.”

A retailer that has come to represent the resilience of New York City is making a comeback.

Century 21 will be returning to its flagship location in downtown Manhattan in spring 2023 and is teaming up with retail operator Legends to again showcase a selection of off-price luxury goods. The store will occupy four floors of 22 Cortlandt St. and will offer men’s, women’s and children’s designer apparel, footwear, outerwear, handbags, accessories and fragrances.

Legends, which operates retail and concessions for venues including Yankee Stadium, SoFi Stadium and the World Trade Center’s One World Observatory, will also be creating an e-commerce experience for the company.

“Century 21 is, and always will be, a New York City brand,” Raymond Gindi, Century 21’s co-chief executive officer, said in a statement Tuesday. “In our 60-year history we have only closed our doors twice, once after the devastation of 9/11 and then again during the Covid-19 pandemic. But like the true New Yorkers we are, we have persevered. We could not be more excited to bring Century 21 back home.”

The family-owned department-store chain got its start in the bedroom community of Bay Ridge, Brooklyn, in 1961, offering shoppers designer goods at affordable prices. At the start of 2020, it had 13 locations that spanned the Eastern Seaboard from New York to Florida. But by September of that year, the company was forced to close up shop and file for bankruptcy after insurers refused to pay $175 million in claims stemming from pandemic closures, Gindi said at the time.

The company named Tony Moustakelis, former director of business development for IHM, as a business development director (U.S.).

AdTonos is a programmatic ad platform, owned by Radio Net Media out of the U.K. Its first U.S. office is in One World Trade Center in Manhattan.

Radio Net Media describes itself as “a technology-driven business focusing on changing the idea of modern online radio experience to social, collaborative, interactive and dynamic.”

AdTonos serves online radio, replacing on-air commercial break content with targeted ads, “changing spray-and-pray ATL ads into pay-per-play performance marketing.”

The company says it has reached 5 billion playouts and 272 million unique listeners globally. Moustakelis’ job will be to expand its client base and build awareness of its ad tech solutions in the U.S. market. The announcement was made by Paul Smith, senior vice president of sales.
