I couldn't find that we ever determined what those buildings were just east of the Coliseum's peristyle end. If the buildings are being built, the photo is
likely from May or June 1923. If they're being torn down, the photo is probably from August or September 1923.
In any event, the event they were built for was the Monroe Doctrine Centennial, American Historical Review and Motion Picture Exhibition, which ran
from July to August 1923 (the last day was actually August 5, not the 4th):

2021 UPDATE: While idling scrolling through past posts, I noticed that
e_r seems to have posted a west-facing photo of the
exhibition grounds back in 2017, though the photo caption misidentifies the location as Long Beach (
00074899 at LAPL).
The old grandstand below on the left clearly matches the one on the right side of the east-facing aerial photo:
