The de Blasio administration is locked in a lease dispute over the fate of the Kingsbridge Armory — a clash that is pitting the mayor's economic development agency against a company run by hockey legend Mark Messier.

In advance of a deadline on Saturday, the New York City Economic Development Corporation (EDC) agreed to grant the Messier-run Kingsbridge National Ice Center another month to produce $138 million in funding for the first phase of the complex it plans to build at the site of the vacant armory in the Bronx.

The EDC owns the lease to the site and has so far refused to release it from escrow. The agency argues the developer has not come up with the entire $158 million it committed to in an earlier agreement with the city, but the company insists that a promise of $138 million from the Empire State Development, an agency run by Gov. Andrew Cuomo, is sufficient for the city to turn over the lease. (The remaining $20 million is coming from other sources.)

"NYCEDC offered to extend the deadline for our escrow agreement with the Kingsbridge National Ice Center in order to give them additional time to secure the financing and documentation necessary to move ahead with this project," agency spokesman Anthony Hogrebe said in an email. "We hope they will use the time effectively and look forward to continuing our work with them and with the Kingsbridge community."

When Mark Messier first announced his intentions to build a new skating complex inside the Kingsbridge Armory, it sounded crazy. This is the Bronx, after all. When it was revealed there would be eight rinks in total, it sounded insane. But the Kingsbridge National Ice Center recently launched its social media campaign—what bid for a public project would be complete without one?—and on the project’s Facebook page are a number of models that show exactly how Mr. Messier and his team intend to pull off this wild engineering feat.

At the heart of the complex will be a main rink with 5,000 seats and Madison Square Garden-sized ceilings that go clear up to the the massive buildings roof. On either side of center ice will be four more, stacked two on top of each other. All of the rinks will be NHL or Olympics regulation size. There will also be some retail concessions, which are tentatively to be filled by local businesses, as well as 30,000 square feet of community space. The whole effort underscores just how massive the armory is in the first place.

Crown Heights pols want Bedford Union Armory transformed into 300 affordable housing units

Crown Heights pols are asking the city to make the controversial development project at the Bedford Union Armory 100% affordable housing.

Developers are planning to transform the massive armory into 300 new apartments, half of them with restricted rents.

U.S. Rep. Yvette Clarke, state Sen. Jesse Hamilton, and Assemblymembers Walter Mosley and Diana Richardson penned a letter to the Economic Development Corporation urging them to instead make all the apartments below market rate, since the site is owned by the city.

“Our concerns with the proposed project outweigh the supposed good that the project does in the community. Public land is a public resource, and we only have one chance to get this project correct,” they wrote, noting the parcel is the last large-scale vacant site in the fast-gentrifying neighborhood.

The project was originally set to be developed by Slate Property Group and BFC Partners.

But controversy erupted over Slate’s involvement after the developer was accused of misleading the city to get a deed restriction lifted at Rivington House, a Lower East Side nursing home they are now turning into market rate housing. Under pressure from the city, Slate dropped out of the deal.

The development has continued to generate controversy among activists who say the apartments will be too expensive for the neighborhood. The Daily News reported last month that Carmelo Anthony, who had been supporting a sports center on the site, dropped out after being targeted by community groups.

The federal and state reps also want the number of apartments that give preference to current neighborhood residents increased from 50% to 80%, and for no more than 40% of the apartments to be studios and one bedrooms.

“We stand resolutely with our constituents who will not support this project until changes are made,” they wrote.

Mayor eyes rescue of Crown Heights armory redevelopment

Mayor Bill de Blasio said Wednesday he intended to intervene to save a controversial plan to convert the derelict Bedford Union Armory in Crown Heights into a recreation center, nonprofit offices and housing—vowing to sell its strong points to the neighborhood.

BFC Partners' planned renovation of the city-owned property would bring a low-fee swimming pool, basketball courts and indoor soccer field as well as discounted space for community groups to an empty shell occupying an entire city block. The company would cover the costs of those elements by also building a mix of affordable and market-rate rental and condominium units on the site.

It is that last element which has provoked outrage among some residents, politicians and activists. They have assailed the use of public property to construct housing beyond the price range of many longtime community members. Protestors shut down a hearing on the development at Brooklyn Borough Hall Tuesday.

"I understand the frustrations of the community," de Blasio said at an unrelated press conference in Manhattan Wednesday afternoon. "The neighborhood has changed a lot and there's a lot of fear of displacement."

Keeping the framework of the plan as city officials envisioned it is important to the de Blasio administration because it reflects the mayor's housing policy in general: to foster mixed-income projects in which developers include affordable units and other community benefits in exchange for being allowed to build more market-rate apartments than they could without government's say-so. The mayor has promised billions of dollars in subsidies to create even more affordability, but has said subsidies alone are not enough to make a big dent in the city's housing shortage.

The project is in trouble because Councilwoman Laurie Cumbo has come out against it, demanding every unit of housing be subsidized to keep rents low. The council usually defers to the wishes of the local member—and without the council rezoning the armory site, the project cannot be built.

Cumbo appeared amenable to the armory plan last year but it has drawn opposition from the local community board, Brooklyn Borough President Eric Adams, Public Advocate Letitia James, and perhaps most importantly, from a woman seeking to challenge Cumbo in September's Democratic primary.

But the mayor maintained that his office could and would change hearts and minds by highlighting the amenities that the project promises the neighborhood. He said he would urge BFC to "make the project as good as it can be for the people," though he declined to say what changes to the current designs he might recommend.

Jesus, why didn't they just ask McDonalds to open up shop and call it a day? I don't see the point of much-lauded private developments if they're going to pay poverty wages - it weakens the fabric of the city.

Geez, this project is taking forever already.

Related had a plan to build a giant retail center which would have opened 10 years ago (and produced far more jobs, tax base and community benefits) and here were are still waiting for construction to begin, even after the state gave $150 million for Phase I.

Last month the EDC filed plans for a $50 million conversion of the armory. Those plans were withdrawn this week. In the documents filed for that plan, the building was measured as a larger building, encompassing 605,646 square feet.

The revised plans call for no change in size but a change in use of the 35-foot tall, three-story, 571,509-square-foot building.

The project is described in the filings as: filed herewith alteration type 1 for change in use, egress and occupancy, converting Kingsbridge Armory to an ice hockey facility as an A4 place of assembly, as per plans. The initial cost as reported in the DOB filing for the work described in this permit application is $106 million.

The project has been planned since 2013.

This news article is almost a year old but it does appear that the ice center concept for the armory is unfortunately not happening - at least doesn't appear to be.

Read this earlier today. My first thought was if they're willing to put up that kind of money now why didn't the previous administration just offer a financing loan to the ice center developers to bring that to reality instead of letting that project languish for years? The ice center was a good proposal and would have been both an excellent reuse of the structure and an economic generator for the borough, it's a shame it was allowed to die on the vine.

A Moonshot Plan to Fill a Cavernous, Dilapidated Armory in the Bronx
It was supposed to be a mall, then ice rinks. Nearly 30 years later, a community group may have the best shot at revitalizing a fortress in New York’s poorest borough.

But for nearly 30 years, the Kingsbridge Armory has languished despite grand plans by mega-developers, billionaire investors and celebrities to repurpose the 570,000-square-foot landmark.

Now, an unusual community-led partnership aims to succeed where those efforts failed by creating an economic and cultural hub for those who live and work in the predominantly low-income neighborhood. It hopes to bring high-tech manufacturing jobs, a live performance space, new businesses and affordable housing to the city-owned site.

The proposed development, if selected by city officials, would be led by the Northwest Bronx Community and Clergy Coalition, an influential nonprofit group that has fought for racial justice, affordable housing and economic development in the city’s poorest borough since 1974. The plan grew out of years of frustration among community leaders and residents who were tired of being sidelined in previous plans for the armory.

“We’ve been fighting back for a really long time,” said Sandra Lobo, the executive director of the coalition. “It’s time to fight forward.”

Ms. Lobo was tapped by the city to help lead a nine-month, community-outreach process that shaped the priorities for redeveloping the armory. Her group decided to submit its own proposal.

The community-led development would be one of the first of its kind in New York and could signal a sea change in how moonshot projects get built, community leaders and economic development experts said. Around the country, a growing number of cities are seeing similar approaches to development projects as a way to create higher-paying jobs, especially in poor and minority areas.

The estimated $1 billion redevelopment of the armory, a 1917 Romanesque arsenal on about five acres in Kingsbridge Heights that was once home to the National Guard, would be one of the city’s most ambitious projects. The biggest component of the coalition’s proposal is an up to 90,000-square-foot manufacturing space for light industry, such as 3-D printing, coffee roasting or carpentry.

The coalition is working with Cross Street Partners, a Baltimore-based developer with expertise in repurposing old buildings, and Urbane, a New York developer. The project has already garnered the support of potential investors and labor union leaders, Ms. Lobo said.

Up to 20,000 square feet would go to a commercial kitchen and commissary to serve food-cart vendors and train culinary workers, among other uses. There would be food stalls, including local Dominican fare, crafts, and space for a distillery.

The group is also in talks with Live Nation to build a 5,000- to 30,000-person performance space for live music and other events in the 115-foot tall, column-free drill hall, where the National Guard performed military exercises.

A separate phase of development would create about 200 permanently affordable apartments on the site of two adjacent brick buildings, Ms. Lobo said.

Perhaps nowhere in the city needs the support more than the Bronx. The community district surrounding the armory has a median household income of less than $42,000, compared with the citywide median of nearly $75,000, and nearly 30 percent of local residents live below the poverty line, according to a census analysis by Social Explorer, a data research company.

The Kingsbridge Armory, with its imposing redbrick walls and battlements, stands beside the elevated 4 train that runs along Jerome Avenue, one of the busiest commercial corridors in the borough. On a recent morning, a film crew was shooting a TV series in the cavernous drill hall, while street vendors sold winter coats outside, along a chain-link fence.

After the armory was decommissioned in the 1990s, and even during its military run, the building hosted a variety of uses: motorboat shows; auto racing in the “Speedrome”; bull-wrangling rodeos; wrestling bouts; and film shoots, including for the popular series, “The Marvelous Mrs. Maisel.” It was also pressed into service as an emergency center during the pandemic.

But the sprawling space, including the 180,000-square-foot drill hall, about the size of three football fields, has remained largely empty since 1996, when ownership reverted to New York City — a constant reminder of the Bronx’s untapped potential. In recent decades, plans to turn the armory into a shopping mall and ice-skating complex faltered.

The community-led proposal could face stiff competition. A public list of companies that have shown interest in redeveloping the armory include Steiner Studios, the film and television production studio, and Agritecture, an urban-farming advisory group.

A spokesman for Agritecture confirmed that the group is partnering on a separate bid. Steiner Studios declined to comment.

Andrew Kimball, the president of the Economic Development Corporation, would not discuss specific proposals, because the selection process is underway.

Unlike past efforts, the latest redevelopment push will be supported with $200 million in city and state funding. And the city began the project with a community engagement process to understand what local residents wanted, Mr. Kimball said.

The E.D.C. expects to select a proposal in about nine months, and the winner, which will receive a long-term lease on the property, must then pass the land-use review process. Construction could begin in late 2026.
