Nice pic, although I'd love to see if with something sleek, maybe 110m, built on the Tex park site.

Unfortunately I don't think anything over 90 m or so will be allowed downtown anytime soon. It's more likely that a 110 m building would be built in the North End or in Dartmouth.

Fenwick will be 106 m but that is a one-off project.

Maybe if the project has a crown or spire. I wonder if HRM by design covers roof-top elements or just the sidewalk to roof height.

The first pic is the Ste-Foy skyline circa 2010, which means that Quebec City's second tallest, completed in 2013, doesn't appear in this shot.
