The excavation and piling work has begun on Red River College’s $95-million Innovation Centre just north of the Roblin Building on its Princess campus, and is on schedule to be completed in the fall of 2020.

The building is necessary for purely expansionary reasons and will bring an additional 1,200 students and staff to the Exchange District on top of the 2,500 already there.

And, in addition to the innovative approach to the manner in which RRC will provide education, the building itself includes lots of innovative features.

For starters, the 100,000-square-foot building on Elgin Street will fully integrate a 100-year-old, three-storey building that happens to be one of the first buildings in the city to use concrete construction instead of timber.

"The vertical concrete columns are as thick as the timbers that were being used in construction," said Maria Mendes, RRC’s senior project manager. "It is a sound building. It has not moved in 100 years."

The building is being designed specifically to encourage collaboration and multi-disciplinary team work, so there won’t be classrooms with desks all facing the front. The walls that will be there will mostly be made of glass.

"It is an approach to collaborative learning that’s very different from the way we have done education in the past," RRC president Paul Vogt said. "What employers increasingly tell us is they are looking for that cluster of what we used to call soft skills, but are now being described as power skills or 21st-century skills."

Conceptually, that sounds reasonable. But, practically pulling that off in a $95-million building seems risky.

But,the open-design concept is not being dreamed up by RRC folks in a vacuum. In addition to design assistance being provided by Number Ten Architectural Group, the main architects are Diamond Schmitt Architects with offices in Toronto, Vancouver and New York, who have been responsible for the recent design work at a number of other collaborative learning facilities at institutions, including Emily Carr University of Art and Design in Vancouver, Lazaridis Hall at Wilfrid Laurier University in Waterloo, Ont., the Papadakis Integrated Sciences Building at Drexel University in Philadelphia and the Schulich School of Engineering at the University of Calgary.

"Buildings designed for collaborative education are being developed across North America and Europe," Vogt said. "These kinds of spaces have been tested out already. They are highly functional for the kind of education we are doing and for bringing business and the community into an educational setting."

The plan is for the building to be open in the evenings and on weekends to accommodate re-skilling courses that are expected to be a growth area for RRC.

Part of the old building — the Scott Fruit Company Warehouse — will be used to house RRC’s successful Ace Project Space, now being offered in conjunction with North Forge Technology Exchange. It allows students to work with existing entrepreneurs or startups on company projects.

Vogt sometimes refers to the Innovation Centre as Ace Space super-sized.

"It is not entirely a leap into the dark." he said. "With Ace Space, it is a tested model and it works.

"We are very confident in expanding it."

The Innovation Centre will be flexible enough to include broad multi-disciplinary programs to allow for expanded business and business IT, and design and computer-design programs.

Designed as a net-zero building — it will generate as much energy as it uses — it will include photovoltaic cells on the roof of the Scott building and innovative vertical PV cells on the south wall of the new building. It will also experiment with Power-Over-Ethernet technology for some of the lighting in the building, and all sorts of specialized design has been integrated for optimal acoustic effect throughout the building.

Mendes said using big data, RRC’s design consultants came up with 260,000 different models to achieve the kind of energy and performance efficiencies it was looking for.

"Then we narrowed it down to four, and it was like a shopping list," she said. "We were able to play with all the different elements and tweak it so we can be as cost effective and efficient as possible."

The second floor will feature a 210-seat flexible auditorium designed as a building within a building. It will be the downtown campus’s first auditorium of that size.

WINNIPEG — A popular pathway at The Forks has been named to honour the city’s Indigenous heritage.

The South Point pathway is now known as Niizhoziibean, meaning two rivers in Ojibway, and is located near where the Red and Assiniboine rivers meet.


“Niizhoziibean not only embodies the spirit of the traditional past of The Forks but enhances our understanding of what this place means – a collaborative space where people have been coming together to trade, grow, and make life for millennia,” said Niigaan Sinclair, associate professor Dept. of Native Studies at the University of Manitoba.

The name was uncovered by elders Clarence and Barbara Nepinak during a ceremony on Friday.

The Forks, Ottawa and The Winnipeg Foundation is undertaking $1.2 million in improvements to the pathway that will include a 30-foot sculptural piece to be installed at the pedestrian entrance to the site from Queen Elizabeth Way.

Artists K.C. Adams, Jamie Isaac, and Val Vint were chosen through a call for submissions to create pieces on the site.

The path will also be linked to the promenade and pathway being developed on the St. Boniface side of the river, creating a full 2.5-kilometre loop between Esplanade Riel and the Norwood Bridge.

Further plans for the Niizhoziibean​ site redevelopment include:

Preserving the existing forest in South Point, across the historic rail bridge from the main Forks site.
Improving the pathway for universal accessibility.
Relocating trees for a reconfigured pathway.
Including a drum park ceremonial space.
Improving lighting.
Restoring native plants.
Installing interpretive elements to recognize Indigenous history.
Establishing a boardwalk within the forest canopy.

The federal government and The Winnipeg Foundation are each contributing $500,000, while The Forks Renewal Corporation is donating $200,000.

Future fundraising efforts will allow for an outdoor bush gallery and boardwalk within the forest canopy.

The site and landscaping plans for a high density student housing project along Pembina Highway were approved by Riel community committee this month.

At a special Aug. 9 meeting, the developers of a 352-unit, 16-storey multi-family building at 2525 Pembina Hwy. presented their plans for the layout of the new tower and parking lot, along with landscaping, at the former site of the Dairy Queen at Bison Drive.

Documents submitted to the City show the proposed building will have a number of one and two bedroom units from the second storey upwards, and the main floor will feature a vestibule, office space, garbage room and amenity space for tenants.

Parking for the tower will primarily be located underground with 74 spaces below grade and 42 at the surface. An additional 276 bike parking spaces will also be included underground.

Applications for the project were first considered by the committee in September 2016, when the developer at the time, Rise Real Estate, was proposing a 14-storey, 197 unit building on the site. In March 2018, the current developer, Campus Suites, requested and received variances to increase the number of floors and units, reduce the required number of parking spaces, and increase density with a lot area per dwelling unit of 149 square feet.

The development will return to Riel community committee for plan approval at a later date.

The eight levels above the first floor commercial space of the century-old Sterling Building were once offices and are being beautifully transformed into a residential complex geared towards young professionals.

The building will be host to 64 suites which are a combination of bachelor and one bedroom units. These "Micro-Apartments" which are the fastest growing trend in urban centers around the world, though compact, are filled with light from the large windows. After a battle with a city community committee, a local development company is set to break ground on a new luxury condominium complex in Crescentwood next month.

The building is a 12-unit, four-storey, high-end complex, set to go up on vacant property at the corner of Harrow Street and McMillan Avenue.

Breaking ground on the project was more difficult than expected for Winnipeg’s Ventura Developments.

Despite city planners giving the project their blessing, the infill development was opposed by area councillor, John Orlikow (River Heights — Fort Garry).

In November 2016, a city community committee, of which Orlikow was a member, rejected the proposed project.

Opposition to the plan confused not only Ventura, but also Coun. Janice Lukes and Mike Moore, then-president of the Manitoba Home Builders’ Association — both told the Free Press at the time they were surprised by the decision.

"Our original application was denied, but we appealed the decision through the city’s processes. Council’s decision, which I believe was 11 positive votes for the project, really showed council’s support for infill development," said Tim Comack, Ventura’s vice-president of development.

Now that the project has been given the green light, Comack says interest has been strong, with five units — all of which are customizable — already sold.

  • The development is clad in brick with some corten steel accents. The brick provides a rich, permanent feel to the building and is complimentary to the more substantial façade materials traditionally used in Osborne Village, in alignment with Character policies of the Osborne Plan.

Property on the eastern side of Fort Rouge Park on River Avenue will be transformed after city hall approved plans that pave the way for the demolition of five, three-storey apartment buildings.

Towers Realty Group plans to build a five-storey, 100-unit residential complex at 281 River Ave., which will effectively double the living density at the location.

"We’re very excited for this project to increase density in Osborne Village, and with this being situated right on the park and right on the river, it’s going to make it a very desirable and very beautiful location to live in," marketing manager Jason van Rooy said.

"We’re very excited for the neighbourhood to see this project once it’s finished. We think people are going to love it."

Plans for the new rental development were unanimously approved during the March 5 meeting of the city centre community committee.

The planning department’s administrative report on the proposal, which recommended approval, said developers had incorporated the department’s feedback into their designs, making the proposal consistent with the Osborne Village neighbourhood plan.

The site is a 1.1-acre plot directly east of Fort Rouge Park that backs onto the Assiniboine River.

The buildings at the location have a combined 54 residential units, roughly half of what the new single building will contain. Trees and root structures in the area will be protected when the new development breaks ground.

"We’ve been working on bringing this project forward for a couple of years. Towers Realty Group is the property manager of the current buildings and has been for some time," van Rooy said.

"First, we had to look at the feasibility of it, then come up with a design, arrange public information sessions, get feedback from the community, then finalize our plans and present to the city. It all took some time."

Towers Realty hopes to break ground on the project this summer, although it remains up in the air when construction will be finished. Before shovels hit the ground, they still need to finalize construction details and get building permits approved.

The city’s report on the project points out it will have a "generous buffer" separating the building from Fort Rouge Park, and that Towers Realty will create 94 parking spaces for the 100 units.

In addition, there will be a car-share vehicle available on the property.
