They really couldn't. West Midtown and O4W aren't former sites of stadiums and they don't have proper street grids. They're successful because of the BeltLine and their proximity to an extremely desirable neighborhood (Midtown).
Being a massive blank slate is exactly the problem with Summerhill. It's not a desirable area yet, and it isn't close to any desirable areas either.
I expect it will be a different story 10-15 years from now, but no one is going to invest massive amounts of money into it today just because it's likely to become desirable sometime in the 40s. The risk would be irresponsibly high, and if there was ever a return, it would take far longer to come than most investors are willing to wait.
