實際運量成長,於2010及2011連續2年,桃園國際機場客運量均達約2,500萬人次,今年(2012)上半年更較2011年上半年成長約14%,預計2012全年可達2,850萬人次。

有關第三航站區之推動,設計容量(含遠端登機廊廳)為4,300萬人次,總預算為新台幣500億元,將分為總顧問(含規劃及專案營建管理)、設計競圖及興建施工等三階段。先期作業,於2010年10月30日由民航局主辦第一次公開徵求意見說明會,吸引國內外34家廠商參加,2011年10月27日由機場公司舉辦第二次說明會,參加廠商增加為90家,包含國內23家及國外67家廠商,分別來自13個國家。

桃機第三航廈 9月招標

 為推動桃園機場園區成為亞太自由貿易的交通樞紐,桃機公司昨(13)日宣布啟動桃園機場第三航廈興建規劃,興建預算逾500億元,招標公告預計9月下旬上網公告,今(101)年底前選出最優團隊規劃發包,最快107年底完工啟用。

 桃園機場公司總經理林鵬良表示,第三航廈位於第二航廈西側,包括航廈主建築、登機廊廳、停機坪、旅客運輸系統、多功能使用大樓等,東側可通往第二航廈,底下設有機場捷運車站,另還有複合式商業設施。

 有關第三航站區的推動,林鵬良指出,將分為總顧問標、設計競圖以及興建施工等三階段;由於是全球少見的大型機場興建案,很多國際團隊都有興趣,對年底的總顧問技術服務招標躍躍欲試。

 林鵬良指出,由桃園機場公司所舉辦的說明會,共有90家國內外廠商參與,其中有分別來自13個國家的國際團隊洽詢,包括美國、加拿大、英國及法國代表處人員也親自出席。

 根據桃園機場公司規劃,總顧問將負責第三航廈綜合規劃、營建管理、環境影響評估,以及基本設計、建設及施工監造等。

 交通部官員指出,根據波音公司預測,亞洲在世界航空客運市場的占比,至民國117年將提高至41%,桃園機場位於快速成長的亞洲市場,尤其在兩岸直航與亞太各國自由貿易協定簽署的帶動下,更需要加強桃園機場的交通樞紐地位。

 桃園機場於99年、100年的客運量均高達2,500萬人次,今(101)年上半年更較去年同期成長14%,預估今年全年可達2,850萬人次;官員估計,若以每年5%的成長率來看,預計20年後,將可望成長至5,800萬名人次。

 桃機公司指出,第三航廈啟用後,預計旅客年容量可達4,300萬人次,目前桃園機場第一航廈年容量為1,200萬人次,若完成整建可提升至1,500萬人次,第二航廈為1,700萬人次,完工後的第三航廈年容量將會是第一航廈的3倍,第二航廈的2倍。

 桃機公司表示,第三航廈總顧問標招標將於11月下旬截止,於12月進行評選作業,得標團隊預計明年起進行設計競圖,103年動工興建,最快107年中完成啟用。

Taoyuan Aerotropolis project launched

Taipei, Sept. 18 (CNA) The Taoyuan Aerotropolis project, to be completed in the area surrounding Taiwan Taoyuan International Airport in 2030, was officially launched Tuesday by the government.

Minister of Transportation and Communications Mao Chi-kuo said at a press conference that the government is planning to invest NT$336.6 billion (US$11.47 billion), while the private sector will inject NT$126.4 billion into the project.

Once the project is completed, it is expected to generate NT$2.3 trillion in economic benefits, bringing an annual tax revenue of NT$84 billion and 260,000 job opportunities around the complex, said Mao.

The Taoyuan Aerotropolis project will involve the expansion of existing airport terminals and the establishment of an aerospace industrial park and special zones for cargo, passenger and logistics services.

Mao estimated that Taiwan Taoyuan International Airport, which is aiming to become a transport hub for the East Asia region, will be capable of accommodating 60 million passengers per year in 2030.

By that time, cargo volume is estimated to have reached over 4.5 million tons per year, while the total annual number of takeoffs and landings at the airport could be up to 500,000, he said.

國泰人壽以43億元權利金,拿下占地21.88公頃(約6.62萬坪)、高鐵桃園站產業專區開發經營50年地上權,此案是政院推動桃園航空城計畫的一部分。國壽表示,預計10年內投資逾200億元,進行國內最大規模的商業造鎮計畫。

這是政府近年推動壽險資金投入國內重大公共建設的首例,另方面也確定桃園航空城計畫正式啟動,更是目前高鐵車站沿線最大的開發計劃。

高鐵局昨(25)日宣布,「高速鐵路桃園車站特定區產業專用區開發經營案」選出國泰人壽為優先申請人,將以10年時間打造結合美式名品購物城(Outlet)、五星級飯店、商業辦公大樓的「國際商務城」。其中,第一階段預計民國105年正式營運,預計每年吸引700萬以上國內外觀光客、創造100億元觀光產值、提供2,000個以上就業機會。

國壽將結合華泰飯店集團,籌建3萬坪的Outlet,有250間店面、引進國際知名精品;另外有1.6萬坪、320間房間的五星級旅館,與7,000多坪的商業辦公大樓,整個專區緊臨高鐵桃園站及未來將開通的機場捷運A18站。

國壽指出,未來旅客出國時,將可在此區辦理登機手續及寄掛行李,商場地下街將與機場捷運、高鐵等連通。

這項地上權開發案,國壽43億元的權利金可分50年給付,且每年再以公告地價5%支付租金,加上整體開發成本,預計投入資金逾200億元。國壽發言人林昭廷表示,只要國壽開始投入資金,華泰方面即會開始支付租金,投資報酬率絕對遠超過保險局要求的2.125%。

此案也是國壽繼台中市「市81」BOT案後,再度投資政府重大開發案,兩案共投資逾250億元,創造2,300個以上就業機會,且為國壽將帶來3%以上年收益率,及未來土地使用權增值空間。

Cathay Life to invest over NT$20 billion in Taoyuan property project

Taipei, Sept. 26 (CNA) Cathay Life Insurance Co., the life insurance arm of Cathay Financial Holding Co., will team up with the Taiwan-based Gloria Hotel Group to invest more than NT$20 billion (US$682 million) in a property project in Taoyuan in northern Taiwan.

Led by Cathay Life, the consortium won a bid Tuesday for a 50-year lease from the Bureau of High Speed Rail to develop a 21.88-hectare plot of land located next to Taoyuan Station along Taiwan's high-speed rail line.

The life insurer said the consortium is planning to build a complex complete with a 99,000-square-meter shopping mall, 23,000 square meters of office space and a 320-room hotel.

Cathay Life said it will set aside about 3.3 hectares of the land for the Taoyuan Aerotropolis project launched by the Cabinet to develop the area surrounding Taiwan Taoyuan International Airport.

Earlier this month, the government announced it is planning to invest NT$336.6 billion in the aerotropolis project, which is scheduled to be completed in 2030. The private sector is expected to contribute an additional NT$126.4 billion.

According to the Bureau of High Speed Rail, the first phase of the Cathay Life development project -- the largest property development plan along the high speed rail line to date -- is expected to begin operations in 2016.

The project's shopping mall is expected to lure more than 250 international brands, while the development, which will be connected to the high speed rail system and the future mass rapid transit system connecting Taipei to the airport, will attract an estimated 7.5 million visitors every year, the bureau said.

In addition, the bureau estimated that the project will generate at least NT$10 billion in revenues for the local tourism sector a year and create more than 2,000 jobs after it is completed.

Transportation sector moves higher on Taoyuan Aerotropolis project

Taipei, Sept 19 (CNA) The local transportation sector moved higher Wednesday morning after the government announced a day earlier the launch of the Taoyuan Aerotropolis project, which aims to develop the area surrounding Taiwan Taoyuan International Airport, dealers said.

Many investors have embraced high hopes that the project, into which the government will pour a total of NT$336.6 billion (US$11.44 billion), will create business opportunities not only in transportation and logistics but also in property development, they said.

As of 11:28 a.m., the transportation sector had added 1.65 percent, outperforming the broader market, which had edged higher, up 0.19 percent at 7,749.18 points.

Shares of China Airlines, one of Taiwan's leading international carriers, gained 2.54 percent to NT$12.10, and shares of rival EVA Airways rose 2.09 percent to NT$17.10.

Shares of Farglory Free Trade Zone Investment Holding, which is developing a free trade zone in Taoyuan, added 7 percent, the maximum daily increase, to NT$21.65, while shares of China Container Terminal, an inland terminal operator, also rose 7 percent to NT$17.90.

"The aerotropolis project showed the government's intention to boost the economy which is slowing down amid the global weakness," Hua Nan Securities analyst Henry Miao said.

"It was no surprise that the particular positive lead has prompted investors to buy this morning," Miao said.

In addition to the government's massive investment, the private sector is expected to inject NT$126.4 billion into the project, which will involve the expansion of airport's terminals, and the establishment of an aerospace industrial park and special zones for cargo, passenger and logistics services.

The government estimated the project, scheduled to be completed by 2030, will bring in about NT$2.3 trillion in economic befits and create about 260,000 job openings.

"It is a huge plan, involving a lot of money," Miao said. "While investors appear upbeat about the project, I am worried about how the government will seek financial resources to pursue it."

"More important, as it is a long-term project, it is unlikely to help the economy achieve a turnaround overnight. It is too early to say when and whether Taiwan will enjoy real benefits as a result of the project," he said.

Miao said the local economy remained haunted by the global slowdown at a time when the world's falling demand has imposed an adversary impact on fees in air and shipping cargo services.

"I am afraid the current gains posted by the local transportation sector will be short-lived as investors calm down a little bit with enthusiasm toward the aerotropolis project fading to some extent," Miao said.

This year Taoyuan International airport will reach 28.5 million passengers regard to forecast, which raise by 13%. Taoyuan International Airport has capacity 32 million people after terminal 1 renovation. Do simple calculation with compound growth, it will reach its limit in following 2 years if you take 10% growth. If you take government forecast to 2030 which is 5% growth annually, it will reach its limit in 2015.

32 million with terminal 1. what about added with capacity from terminal 2? or is the 32 million capacity = terminal 1 + terminal 2??

I back to Taiwan and make quick scan for Taoyuan International Airport terminal. I find the problem majority of terminal 1 is still closed for renovation. There is no for me to figure out what it is going to look like inside.

Airport’s security boosted with new electric fencing

Taiwan Taoyuan International Airport Corp (TIAC) said it has installed an electric fence system on top of the wall around the national gateway, which is scheduled to be activated by the end of this year.

A security loophole was discovered at Taoyuan airport after a woman climbed the perimeter wall which encircles the airport and entered the restricted area in July last year.

The woman managed to drive a ladder truck used by ground crew onto the taxiway and eventually to get herself on board an aircraft.

The company said the airport has a boundary of about 26km, which is currently only protected by one 3m high wall. This wall apparently provided inadequate protection, prompting the company to install the electric fence on top of the wall.

According to the company, the same electric fence system is being used by the Maanshan Nuclear Power Plant in Pintung County and is equipped with fiber-optic sensors.

However, the company said the electric fence system may not be sufficient to deter people from entering the restricted area. It added that it has planned a second wall around the airport next year, which is to be one to two meters higher than the current wall. The two walls would be separated by a few meters.

The company said the triple protection would make it difficult for people to enter the restricted area.

Taoyuan airport proves a winner with Hello Kitty

The global travel data provider said part of the airport’s appeal was the Hello Kitty waiting area near the C3 boarding gate in Terminal Two.

The Hello Kitty waiting area was launched in 2007, Taoyuan International Airport Corp (TIAC) said. It features a statue of the Japanese cat towing a suitcase and includes a playground for children. All the seats in the waiting area are pink to match the color of Hello Kitty’s iconic outfit.

There is also a Hello Kitty store next to the waiting area, where Hello Kitty items can be purchased, including Taiwanese desserts such as sun cakes (太陽餅) and pineapple cakes in Hello Kitty-style packaging.

TIAC said passengers could see Hello Kitty in other parts of the airport, including nursery rooms and phone booths. EVA Airways’ check-in counters in Terminal Two have also been remodeled to resemble a Hello Kitty aircraft cabin and include a display of the utensils and pillows used on the airline’s Hello Kitty jets.

A Hello Kitty slide and another Hello Kitty store can be seen in Terminal One, at B7 and A4 boarding gates, the company said.

TIAC said the Amadeus’ announcement would encourage it to offer more entertainment-oriented facilities so that passengers can enjoy their time at the airport while they are waiting for their flights.

The airport already has other themed waiting areas including ones featuring the well-known Pili Puppet Show (霹靂布袋戲) TV series of Taiwanese glove puppetry, Taiwan’s postal service, the famous Chinese novel Journey to the West (西遊記) and Taiwanese snacks.

Some of the other airports on the Amadeus Top 10 list are Incheon International Airport in South Korea, Changi International Airport in Singapore, Portland International Airport, McCarran International Airport in Las Vegas, Schiphol Airport in Amsterdam and Vancouver International Airport.

In other travel-related news, the Civil Aeronautics Administration said Taiwan and China could soon start negotiating over the additional cross-strait flight services for next year’s Lunar New Year holidays, either at the end of next month or the beginning of December.

The agency said the Lunar New Year holidays would be in February. Given that both sides need time to process the results of the negotiations, it would be too late if the negotiations were held any later, it said.

The 4 JV teams taking part in the tender of the technical service of general consultancy for TIA Terminal 3 area, a case published online on 21 September 2012 and with the deadline of 22 November 2012, are all qualified to enter the phase of open selection after TAC's review on 23 November.



The selection committee, assembled on 12 December 2012 to assess the 4 teams, decided that the one composed of NACO, Parsons Brinckerhoff, and T.Y. Lin International Taiwan obtained the first priority to negotiate price with TAC, which is running the subsequent operation.

Can't wait to see some renderings for T3 now that they see the absolute need to build another terminal. I suppose the boarding gates on both sides will connect in a linear fashion with the existing gates from T1 and T2? They love symmetry.

NACO leads assignment at Taiwan Taoyuan International Airport

New airport terminal for 43 million passengers annually in ultimate phase

Taiwan Airport Company has awarded a 33 million Euro consultancy contract for the development of Terminal 3 Area at Taiwan Taoyuan International Airport (TTIA) to a joint venture of NACO, T.Y. Lin International and Parsons Brinckerhoff. NACO Netherlands Airport Consultants, a Royal HaskoningDHV company, is the lead consultant in the joint venture. Services will be provided for seven years.

Taiwan Taoyuan International Airport currently handles 25 million passengers annually and is preparing for a growth up to 60 million passengers in 2030. In the near future the surrounding Taoyuan region will be developed for commercial, industrial and residential use with a focus on aviation related activities. The new Terminal 3 will be connected with Terminal 2 and the area in between will be developed to accommodate a ground transportation centre, parking and commercial real estate. Both terminals will have stations served by the regional light rail system. The estimated direct investment is 1.25 billion Euros.

Sustainability

Taiwan Airport Company (TAC) aspires to incorporate the cultural heritage of Taiwan and focus on a sustainable scheme which combines excellent passenger experience, operational efficiency, use of renewable energy sources and minimal waste. The new terminal site is in the middle of the operational airport and it will be a challenge to minimize impact on airport operations.

Rik Krabbendam, Managing Director of NACO said "We are very proud that TAC has entrusted our team with this assignment. The airport expansion will allow the airport to regain a position as a major aviation hub and become an even stronger driver for the national economy, following examples set by Amsterdam Airport Schiphol among others".

Joint Venture

The NACO-T.Y. Lin-PB joint venture presents a team with a clear vision, strong track record and local resource base. NACO will provide its expertise in terminal area master planning and knowledge of TTIA, gained from its current project that has been ongoing since 2007 for the rehabilitation and upgrading of the airside pavements.

Parsons Brinckerhoff, with its experience in project and construction management, will be responsible for the program management of the project, and together with T.Y. Lin International will utilize their knowledge for the local engineering and site management.
