I figure a) nobody drinks 24 cans of pop in one go, and b) people who get drunk out of their minds tend to be far more reckless with their waste.

If they let people drink freely at the fireworks, I can assure you that all hell will break loose. Remember the monster truck shows when they used to serve alcohol? The audience got rowdy and violent, and parents with children had to leave early out of fear. The next year, they abolished all alcohol sales, and as far as I'm aware, they haven't had any problems since.
And no, I'm not a teetotaller. I seldom get drunk though, and can easily go a whole day without alcohol without any problems or ill feeling.
