That rendering reminds me of the WGI Plaza building on Broadway in Boise, the top level really.

Thanks for the rendering. You're right, it doesn't quite fit in with the design of McEuen Terrace and Parkside, except for the fact that it looks like it will mostly be brick facade. It still is a nice looking building, though. It really does look like the top part of the WGI Plaza building in Boise...

I'm excited for work to start on this one. Northing much else over 4 stories going on in town right now!

Business proposes science center

20,000-square-foot facility could be built within 18 months

POST FALLS -- Lorna Finman plans to take her mission of creating a world where young people dream of becoming science heroes to another level.

Finman owns LCF Enterprises who with her husband, Paul. A growing Post Falls firm that designs and manufactures power amplifiers for military and commercial applications, LCF Enterprises plans to have a nonprofit science discovery center built in the area.

It will be called the North Idaho Discovery Association (NIDA) Science Center for Youth. NIDA is an existing nonprofit founded by the Finmans.

"The whole idea is to give kids opportunities in science and technology," she said.

"Schools have been supportive of NIDA with open arms and have been generous to allow us to use their facilities for free for summer camps."

She said the program has grown so much it requires a year-round facility.

The Finmans own 20 acres on Diagonal Road near Lakeland High School in Rathdrum, which Lorna said is an optional site for the center.

Another option is on the Rathdrum Prairie -- the preferred site for its central location.

She said she'd like to find property for $10,000 to $15,000 and is prepared to spend about $1.5 million on the building. Preliminary conceptual plans call for a 20,000-square foot, single-story building with eight acres of parking for a 20-acre site. The site could include a soccer field.


Finman has hired an architect and had a preliminary meeting with Kootenai County planners.

The facility could be built in a year to 18 months.

"I'm moving full-speed ahead," she said.


Karlicia Berry, a Post Falls elementary teacher and NIDA's robotics coordinator, said the center will open opportunities for students wanting to explore science.

"This will be a place to bring in experts to expose kids to the latest technology," Berry said. "Paul and Lorna have such a heart for children. They've become very successful in their business and they want to give back to the community. They are proud to be Idahoans and believe our students can compete with others across the country."

Post Falls Mayor Clay Larkin said Finman talked to him about the project during the annual Jobs Plus meeting Tuesday. The possibilities with the project are endless, he said.

"For a long time, we've been wanting an aquifer interpretive center," he said. "That's something that could tie into this. This is the type of facility that could bring people in from a long ways away."

Finman said the science center would serve teachers and students in all grades and be available for training, classes, camps and "other cool science things" ranging from robotics to microbiology.

It would be similar to a science center in Boise, she said.

The Finmans both have doctorate degrees -- Paul in electrical engineering and Lorna in physics -- from Stanford. They started an incubator business in the Los Angeles area before being recruited to Post Falls by Jobs Plus in 1999. Paul is also a Kellogg High graduate, so the couple also wanted to return to his roots.

Their business operated in two buildings between Post Falls and Coeur d'Alene before it added a 35,000-square-foot facility last year near Buck Knives. It employs 20 and contracts work to support businesses.

In the public health agency's 10th Annual State of the Air Report, Coeur d'Alene tied with several other cities as having the cleanest air in the U.S. for ozone air pollution, also known as smog.

The profile of downtown Coeur d’Alene keeps rising, literally.

A six-story office building will be built at Seventh Street and Sherman Avenue, next to one of the two new condo towers that has lifted the city’s skyline in recent years.


The Plaza on Sherman, at 704 E. Sherman Ave., is being developed by Boise-based VIQ Development, a firm that has done retail and high-rise office development in the Boise market. Located just north of McEuen Terrace, on the former spot of a Señor Froggy restaurant, The Plaza is being developed in a partnership with the J.B. Dodge Co., a local landowner, and was designed by Boise-based CSHQA.

“Our design team created an inviting, professional environment inside the building, coupled with timeless architecture and appeal externally,” Paul Pennington, CEO of VIQ Development, said in a news release. “We were asked by our partner, the J.B. Dodge Co., to design something that the community will embrace and we believe we have met their request.”

The Plaza will offer about 66,000 square feet of leasable office space with views of downtown and Lake Coeur d’Alene. It will include outdoor patios on the balconies of the top three floors, and one level of underground parking. Some of the ground-floor spaces may become retail outlets.

Lease rates will be $22 to $25 per square foot, with terms of three to 10 years.

Construction could begin late this summer and will span a year. The developers have not disclosed a construction cost.

Leasing will be managed by Motion Realty.

RiverView one step closer
Developers of state border master-planned resort submit permit application with Spokane County

The developers behind RiverView, a proposed cluster of hotels and restaurants on the Washington-Idaho border near the Cabela’s sporting goods store, have taken the next step toward building the $25 million resort.

Hughes Investments, of Newport Beach, Calif., and Watson & Associates, of Seal Beach, Calif., have submitted a conditional use permit application for the “master planned resort” to the Spokane County Building and Planning Department.

Alan Johnson, Hughes’ senior vice president of development, said this week he hopes to “be under construction this time next year.”

Hughes owns about 10 acres of the site, and Watson owns about 7 acres.

The developers envision a resort for Cabela’s customers and people drawn to recreation along the Spokane River.

The proposal shows three hotels, with about 350 rooms total, on the north side of the river and just west of Cabela’s, which sits across the state line in Post Falls. The conceptual site plan also shows a restaurant, a fast-food outlet, a convenience store/gas station, and an espresso stand.

Below the three hotels, private trails would lead guests to viewpoints and “seasonal gazebos” along the river. Amenities would include fly-fishing areas and boat launches for rafts, canoes and kayaks.


The riverbank there “has been underutilized and is currently in a dilapidated state,” the developers wrote in a project description for the county. “Improvements, such as riverbank restoration, private trails and scenic viewing platforms, will revitalize the appearance of this important gateway to Spokane County.”

Under Spokane County’s comprehensive plan, a “master planned resort” designation requires a conditional-use permit allowing development outside designated urban growth areas. The permit request is under initial review, county senior planner Tammy Jones said, and a public hearing on it could be scheduled as early as this fall.

Meanwhile, the county is preparing to rebuild the old I-90 bridge on East Appleway Avenue across the Spokane River. The 70-year-old bridge is a key link to the Stateline community and to the RiverView-Cabela’s development area. It’s used by about 9,000 vehicles a day and has a weight restriction of 10,000 pounds, which bars truck traffic.

The county is in the design and permitting phase and plans to seek bids on the bridge project next February, said Neil Carroll, the county’s bridge engineer. The project cost is estimated at $11.2 million, with the Federal Highway Administration committed to paying 80 percent of that and the county road fund covering the balance, Carroll said.

Construction on the new two-lane bridge is expected to begin in June 2010. Appleway Avenue will be closed for about 18 months for the work. Cars and pickups will be detoured to Harvard Road and East Wellesley Avenue in Washington, and West Seltice Way and Pleasant View Road in Idaho. Trucks will be routed to East Trent Avenue during construction.

Outdoors for All Seasons

RESIDENTS of Coeur d’Alene, Idaho, a city of about 42,000 surrounded by lakes and protected forest, like to compare it to living in Lake Tahoe without the high prices.

Located about 30 miles east of Spokane, Wash., and sitting at 2,152 feet above sea level, Coeur d’Alene offers second-home owners four seasons of outdoor recreation. There are five ski resorts within one hour of the city, as well as four large lakes — Priest, Hayden, Pend Oreille and Coeur d’Alene — and dozens of small ones in the area.

The city’s recreational options include golf courses, among them the Coeur d’Alene Golf and Spa Resort with a floating green; beaches; bike trails, including the Centennial Trail that runs from Spokane to the east end of Coeur d’Alene Lake; and marinas.

The city is also popular as an Iron Man triathlon destination. And its proximity to Spokane means that residents have access to the amenities of a larger city.

Phil Brower, a real estate agent with the Lake City Team in Coeur d’Alene, said that 30 to 40 percent of the buyers there were second-home owners from California, Arizona and Montana. Retirees account for an additional 15 percent.

Such buyers have driven a growth spurt in Coeur d’Alene over the last 25 years — the population in 1990 was 24,563, according to the Census Bureau. “Twenty years ago, we didn’t even know what a condo was,” Mr. Brower said.

Now there are condominium complexes everywhere, many of them overlooking the pristine Lake Coeur d’Alene. These sell for between $250,000 and $1 million. Waterfront single-family houses begin at about $400,000. Lower-priced properties are still selling fairly steadily, he said, but business is slow at the higher price range.

“Prices here have pretty much bottomed out,” Mr. Brower said. “Right now, single-family houses between $1 and $2 million are selling for about 70 percent of their asking prices.”

Reductions are significant for more expensive properties, including ones that include equestrian acreage inland or shoreline and that list for $4 million to $8 million.

HIGH

This approximately 13,000-square-foot house on Lake Coeur d’Alene is on two acres in a gated community that adjoins a golf course, with nearly 300 feet of water frontage and a private beach. The house has a heated, covered lakeside deck with an outdoor fireplace, and a waterfall and stream leading to an 18,000-gallon koi pond. There are three suites, a 3,200-bottle wine cellar and six full bathrooms and two half bathrooms. Taxes are $52,552 a year. LOW

This 1,326-square-foot unit is in the Riverfront House Condominiums, which overlook the Spokane River just outside Coeur d’Alene. The complex, built in 2008, has a private dock and a fitness facility. This loft-style unit has floor-to-ceiling windows, an open floor plan and a kitchen with granite countertops and built-in stainless steel appliances. There is a gas fireplace in the living area, two full bathrooms and a garage parking space. Fees are $300 a month. Taxes are approximately $2,400 a year. Two recent news items...about the North Idaho College expansion and Hwy 95 lane additions:

The NIC expansion has been on the table for a few years. The lease for the new land was just finalized this month. This will allow NIC to grow further in the next 10-15 years. After that, the campus will be at capacity again and will need to examine further options, including possibly opening a branch campus somewhere on the Rathdrum Prairie, where land is more available.

The Hwy. 95 expansion is much needed. The highway will eventually be four lanes from Worley (21 miles south of Cd'A---this phase is now complete) all the way to Sandpoint (44 miles north of Cd'A---this phase is currently being worked on). The next three North Idaho highway projects should be: 1) expansion of I-90 from four lanes to six/eight lanes from the WA state line to the eastern portion of Cd'A, 2) construction of a north-south highway bypass between Cd'A and Post Falls, and 3) expansion of Hwy. 95 from Worley (21 miles south of Cd'A) to Moscow (84 miles south of Cd'A). The first two projects are already in the planning phase, although they are 10-15 years from groundbreaking.

North Idaho College eyes expansion

With summer enrollments up 22 percent, and fall projections showing further increases, North Idaho College is nearing capacity at its 45-acre lakeshore campus in Coeur d’Alene.

But now, with an annually renewable lease agreement approved between the college and the NIC Foundation, NIC is looking to expand onto a 17-acre parcel of land north of its Coeur d’Alene campus.


The property, a former mill site, will enable NIC to extend the main campus while retaining access to existing student services, according to a news release.

The college’s board of trustees approved the lease agreement at a special meeting on July 21.

“Having this property become available is a once-in-a-lifetime opportunity to allow for growth on the Coeur d’Alene campus,” stated NIC President Priscilla Bell. “We’re grateful to the NIC Foundation for securing this valuable land.”

Stimulus savings to be used on U.S. 95, from Wyoming Avenue to junction of Idaho 53

COEUR d'ALENE - A two-lane, two-mile bottleneck on U.S. 95 north of Hayden will be expanded using $15.8 million in federal stimulus savings, the Idaho Transportation Board decided today.

The project will widen a two-lane section of U.S. 95, between Wyoming Avenue and the Idaho 53 junction to connect with four-lane segments on both sides. Widening the small segment of highway will create four continuous lanes from Coeur d'Alene to north of Garwood when construction is completed.

"Designating some of the savings from stimulus projects to this heavily traveled segment of U.S. 95 makes good sense," said Idaho Gov. C.L. "Butch" Otter. "Funneling traffic from four lanes to two lanes in this short section creates a real safety risk that needs to be eliminated."

State Rep. Frank Henderson (R-Post Falls) agrees.

"It is critical that we not have a two-lane bottleneck between two four-lane sections of highway. By building this project and closing the gap, we are reducing congestion, preventing accidents and positioning the region for future economic development."

"My satisfaction with this announcement is shared by all north Idaho legislators. We have worked as a team to correct this problem and will continue to do so, to help throughout the state wherever there is a similar threat to the safety of the driving public. Gov. Otter, of course, was the key leader in providing the solution."

The state anticipates saving $33 million on the eight major federal transportation stimulus projects bid by contractors. Transportation department officials credit an increase in the number of contractors bidding projects for the savings. The transportation board decided to wait until bids on the U.S. 93 Twin Falls Alternate Route project is open this month to decide which projects to fund with remaining stimulus savings.

I agree that they can utilitze the current space a little bit better if they build up. Most of the buildings on campus are 3-4 stories. Two considerations come into play, though. The campus is along the lake and the Spokane River. Obstructing views is a real concern. As it stands now, the location of the NIC campus is one of the most beautiful & scenic in the entire country. The other concern is traffic. There are only two entrances to the campus and one main exit. It is tough, even with students getting out of classes at different times, to move everyone around (plus the residents that live in the Ft. Grounds area) in an effective manner.

Thanks for the interest in Cd'A.

I've been travelling and working a lot, so I haven't had too much of a chance to post any updates on what's going on in the area. When I get some time, I'll post some new information and I'll also get to work on putting up some new pictures...

NIC’s student enrollment reaches record total
The Spokesman-Review
COEUR D’ALENE – North Idaho College posted a 16.5 percent increase in enrollment for the fall. The increase of 803 students from last year’s enrollment of 4,856 brings the total number of students this year to a record 5,659.

NIC is an open-admissions institution, and all new students who applied for admission this fall were accepted. To meet the demand, instructors increased class sizes, added course sections, hired more than 20 new faculty members and expanded teaching assignments. Some part-time faculty are now full-time.

Classes offered via alternative forms, such as the Internet, were expanded to accommodate more students per classroom.

A number of programs were added this year, including virtual assistant, interdisciplinary studies, fire service technology, emergency medical services, computer applications and business leadership.
