Thanks William for posting these updates about T3. I've been anxiously waiting for what their plans are and it looks pretty amazing! The MFB area really pushes Taiwan's airport beyond other airports.

Some questions:

In addition to the RFI seminar, TIAC has begun to arrange the 2015 design tender, with the purpose of selecting the first-class team to unfold the detail design afterwards. In the future the construction of the T3 area will be executed in stages and opened for operation regionally to serve passengers.

So does this mean the design of the airport in the video isn't finalized?

Is there a projected start and finish date for the construction? I know this sounds like such a trivial question given how often projects in Taiwan are delayed (*cough* airport MRT)

It is not final proposal. The design of terminal 3 park project will be finalised by next year. It will be done by international design competition.

Top Architecture Designers Invited for the Design of the Terminal 3 Area





　　Facilitated by the General Consultant, the Terminal 3 area project, as the flagship of the Taoyuan Aerotropolis Plan, has completed the plan stage. TIAC will hold a Request for Information (RFI) seminar in September to gather discussions and feedback from top architecture designers in the world for the preparation of T3’s design tender.

　　The RFI seminar, with two sessions, Chinese in the morning and English in the afternoon, will be held on 25 September in T2’s 1019 Press room. TIAC and the General Consultant will explain the vision and initial results of the Terminal 3 area project to participating teams who are interested in the detail design tender, and to absorb their opinions. TIAC intends to make the Terminal 3 area, the single biggest public building since the major 10 constructions in Taiwan and also taken seriously by global designers, a new landmark of this country that our fellow citizens can feel proud of.

　　The T3 area project includes two parts: a terminal that can accommodate 45 million passengers annually, and a Multi-function Building (MFB) that connects T2 and T3. The MFB will be the window of Taiwan to obtain flows of passengers, cargo, cash, and information, and to attract the station of global hotel brands. It will also act as the exhibition center of MIT products and brands. T2 and T3, after being connected by MFB, will become a Mega-Terminal that inspires passengers arriving at Taiwan.

　　In addition to the RFI seminar, TIAC has begun to arrange the 2015 design tender, with the purpose of selecting the first-class team to unfold the detail design afterwards. 　On September 25, 2014, Taoyuan Airport Corporation completed the RFI seminar for detailed design/construction supervision for Terminal 3 area development. The company had publicly invited and gathered both local and foreign architects, representatives from construction consultant companies and airport terminal development related industries.

　This seminar held approximately 180 representatives from 90 businesses and organizations from Taiwan and abroad. Among them, according to the data, 23 are from Taiwan and 67 from countries and regions such as US, Canada, UK, France, the Netherlands, Spain, Germany, Denmark, Japan, South Korea, Singapore, Hong Kong and India.

　The seminar detailed the overall project of T3, the project schedule, WC taxiway relocation and the tendering process. It also, through the Q&A session and post-seminar questionnaires, solicited opinions and suggestions from the attending professionals to improve the follow-up tender process for design and construction supervision.

Taoyuan airport sets NT$227m upgrade

FLY FACILITY:The airport’s operator said the renovation is meant to help it service 5 million more passengers per year, predicting traffic of 40 million people by 2016

Taoyuan International Airport Corp (TIAC) yesterday said it has budgeted about NT$227 million (US$7.38 million) to renovate the arrival hall at the airport’s Terminal Two, adding that construction is to be completed by June next year.

TIAC senior vice president Wen Yung-sung (溫永松) said the company wants to decorate the Taiwan Taoyuan International Airport arrival hall with images of Taiwan to make visitors from overseas feel at home.

According to Wen, the project will replace the Tourism Bureau’s Visitor Center and other service facilities with a ring-shaped structure incorporating the service counters for the bureau, as well as car rental and other services.

The service area was originally designed to accommodate 17 million passengers a year, but after the renovation work is completed, it is to be capable of serving 22 million, Wen said.

In addition, the hall’s flight information board will be turned into a multimedia presentation platform displaying various kinds of information to passengers.

The renovation is one of multiple projects being undertaken by the company to meet the rapid increase in passengers using the international airport.

Company statistics showed that 28.38 million people passed through the airport between January and October, an increase of 11.37 percent compared with the same period last year. It estimates that total passenger volume for this year could top 34.20 million and that by 2016, that figure could be 40 million a year.

Given this trajectory, the company is seeking to increase the service capacity of the airport’s two terminals and has already renovated Terminal One, Wen said.

“When Terminal One was launched in 1979, it was designed to serve only 5 million passengers a year. The renovation helped enlarge its capacity to 15 million passengers per year,” he added.

Wen said the airport has also established a maintenance team to respond quickly to any problem generated by some of the older facilities in Terminal One.

“The terminal has been in use for 35 years, so many of pipelines have aged,” Wen said, adding that the maintenance team would be expanded to 30 to 40 people who are to provide a 24-hour maintenance service for both terminals.

Ko talks closure of Songshan Airport with Cheng

TAIPEI, Taiwan -- Independent Taipei Mayor-elect Ko Wen-je (柯文哲) yesterday met with Democratic Progressive Party (DPP) Taoyuan Mayor-elect Cheng Wen-tsan (鄭文燦) to discuss issues involving the Taiwan Taoyuan International Airport and Taipei Songshan Airport.




During the meeting with his Taoyuan counterpart, Ko stressed the importance of developing his so-called Taipei, New Taipei, Keelung and Taoyuan: New Life Style Circle (北北基桃新生活共同圈), an idea that seeks to connect citizens of the four main northern cities for a more convenient and diverse lifestyle.

Ko also said to Cheng that the bulk of his ideas depend on the expansion of the Taoyuan airport. Without the completion of the airport's third terminal, and its third runway, the Taipei Songshan Airport cannot be retired from service. This would result in a massive delay to Taipei's current 50 years of development, which means that the future of Taipei hinges on the Taoyuan Aerotropolis (桃園航空城) development plan.

During their press interview, Cheng said that Taiwan is in a new era following the elections. However, developments and improvements are only starting now, Cheng said, and with a mayor like Ko who shares similar ideals with himself, the Taoyuan mayor-elect said that he is looking forward to their future collaborations.

The Taipei mayor-elect went on to reiterate the importance of cooperation between magistrates and mayors of cities. Ko went on to use the Taiwan Taoyuan International Airport MRT as an example, stating that the long metro line involves the joint effort between several cities on a financial level. More examples that require unity between city and county leaders include the treatment of the Tamsui River, which is a body of water that affects various northern regions.

Ko also praised Cheng for being the youngest of all six mayors. The Taoyuan mayor-elect began dabbing into politics in his student years, Ko said, proving that Cheng is an idealist much like himself. As such, Ko said that he looks forward to a future with someone similar to him.

In response to the possibility of future meetings with the mayors of Tainan and Kaohsiung, Ko said that he would decide on the matter at a later date once he has dealt with the immediate issues in the northern cities.

Ko to Revolutionize Policing by Retiring Local Police Stations

In related news, Ko said that he plans to retire all local police stations in Taipei City during an interview on Dec. 3.

During the interview, Ko said that for the sake of economic scale, he propose that all local police stations ought to be retired and replaced with police patrol cars, much like the standard of policing seen in the U.S.

The mayor elect said that Taipei already has 14 police precincts that are available to citizens. Citizens could instead report cases directly to the precincts as well as to police patrols that will be equipped with radios.

Ko's statement was negatively received by the general police consensus in Taipei. In response, Ko said that his plan was only an idea, and that the fruition of the idea will need to first undergo calculations before it could even be considered for implementation.

Taoyuan Airport records over 11% growth in travelers in 2014

Taipei, Jan. 24 (CNA) Passenger volume at Taiwan Taoyuan International Airport grew by more than 11 percent in 2014 from the previous year, mainly because of the launch of new air routes last year, according to the management company.

The number of travelers passing through the airport last year increased by an annual 11.15 percent to about 35.80 million, reaching a new record, Taiwan Taoyuan International Airport Co. (TTIA) 桃園機場公司) said.

The growth rate beat that at South Korea's Incheon International Airport, which was 9.3 percent, Hong Kong International Airport (5.6 percent), Japan's Narita International Airport (1 percent), and Singapore Changi Airport (0.8 percent), according to TTIA.

In 2014, the TTIA said, international carriers were gearing up to add new destinations to their services, which helped drive up the passenger volume at Taoyuan airport.

The new services launched last year included routes to Dubai in the United Arab Emirates, Daegu and Muan in South Korea, and Changchun, Yantai, Hefei and Wenzhou in China, the airport operator said.

In addition, TTIA said, several international airlines either launched operations or resumed operations in Taiwan last year.

The carriers that started new services in Taiwan in 2014 included Emirates (阿聯酋航空), and budget airlines V Air (威航), Tigerair Taiwan (台灣虎航) and VietJet Air (越捷航空). United Airlines (聯合航空) resumed its services in Taiwan last year.

Arrivals at Taoyuan Airport rose by an annual 11.17 percent to 17.79 million passengers in 2014, while departures climbed 11.41 percent to 17.62 million passengers, TTIA said.

The number of transit passengers, however, remained little changed at 402,180, the TTIA said.

Meanwhile, Taoyuan Airport handled a record 2.08 million tons of cargo in 2014, an increase of 6.18 percent from 2013, TTIA said.

The number of aircraft landing at and departing from Taoyuan Airport increased by an annual 7.53 percent to a new high of 208,874 in 2014, TTIA said.

More than 35 passengers travelled through Taiwan Taoyuan International Airport in 2014, which represented a growth rate of 11.4% over last year.


Airport operator the Taiwan Taoyuan International Airport Co. says this was the biggest growth at any gateway in Asia during the year, and the passenger volume is the highest the gateway has ever recorded in its history.

Results were out down to the efforts to improve facilities and services, and the operator says it had achieved "a beautiful record" in pursuit of growth in passenger volume, facility upgrades, runway renovation and work on a third terminal.

The company added its newly-renovated first terminal, the top prize winner of the Taiwan Architecture Award for 2014, was one of the most "checked-in" spots on Facebook in Taiwan.

Looking to 2015, the airport company has set a number of goals including the expansion of the second terminal building and improved baggage handling system, a third terminal building and promoting the subsequent detailed design engineering contract tender.

MOTC invites public to voice opinions on Taoyuan Terminal 3

TAIPEI, Taiwan -- The Taoyuan International Airport Corporation has been working relentlessly on the establishment of the airport's Terminal 3, and in a bid to have more locals participate in and understand the construction as well as the entire project, the Ministry of Transportation and Communications (MOTC) has placed the T3 Project on the National Development Council's open forum for more people to express their ideas and suggestions.




The T3 project is the largest and most heavily funded projects of the 10 major construction ventures in Taiwan. The project aims to serve 4.5 million travelers annually and help cater to the 8.6 million passengers expected to utilize the airport by 2042.

"The construction of Terminal 3 is set to be finished and operations will start by the end of 2020," said Senior Vice President of Taoyuan International Airport Corporation Wen Yung-sung (溫永松). "The estimated budget of the whole project is around NT$74.6 billion," added Wen


First Commercial A380 to Land in Taoyuan

Emirates operated the first commercial A380 flight — currently the largest airliner — to Taiwan Taoyuan International Airport on the 19th. Wen shared that Terminal 3 will be suitable to handle A380s with its longer and wider airstrip.

"Many other airlines such as Singapore Airlines, China Southern Airlines and Qantas Airways all have the A380 aircraft, and we welcome all airline companies to operate at Taiwan Taoyuan International Airport," he said. Wen went on to add that whether the companies join or not still depends on each company's passenger flow and business.

The upcoming construction includes Terminal 3, boarding pathways, parking aprons and more. A mega functional building to connect with Terminal 2 and create a Mega-Terminal is also in the planning stages. According to Wen, the design concept of the project is Smart, Green and Culture, with the goal to become a smart airport that incorporates tourism, shopping, culture and art, and further provide passengers a wonderful experience in traveling.

The International Design Competition of Terminal 3 is also an ongoing event with the submission deadline on Aug. 21. To share a piece of your mind on the new T3 project, visit www.motc.gov.tw/discuss.jsp.

The company has also reported that the airport's passenger volume reached 18,753,987 passengers in the first half of 2015, with an increase of 7.05-percent compared to last year. "With the growth rate, we hope to reach a total of 40 million passengers this year," said Wen.

繼十大建設後臺灣最大單一投資案－桃園國際機場第三航廈暨多功能商業大樓，預算金額達746億8,900萬元，備受矚目的桃園機場公司第三航站區國際競圖第一階段評選作業本(8)月28日完成，歷經資格標及長達4天的嚴格評選委員會作業，已選出三家國際機場建築設計知名業者進入第二階段國際競圖，依簡報順序為台灣世曦和英國希斯洛機場第五航廈推手RSHP(Rogers Stirk Harbour+Partners)團隊，第二家為九典建築師事務所和設計深圳機場的美國AY Design(April Yang Design Studio)團隊，第三家為設計香港機場及英國重要地標的英國福斯特建築師事務所（Foster+Partners）。桃園國際機場將在10月底前選出最後合作夥伴，無論任一菁英團隊獲選，都將符合國發會及交通部訂定的第三航站區興建時程表，於2020年完成讓國人驕傲、自豪的第三航廈及多功能商業大樓。

桃園國際機場公司總經理費鴻鈞表示：「機場經濟為提升國家競爭力及GDP成長的重要引擎，客貨運量成長更有助於就業機會增加，尤其本案環評已經通過，將會如期如質完成。」

為了力求國際競圖的公正公開，桃園國際機場公司邀請來自於歐亞美非洲等5位外籍及6位臺灣專家，組成「桃園國際機場第三航站區國際競圖」評選委員會，並公推臺灣大學城鄉研究所所長夏鑄九先生擔任召集人，委員背景完整含蓋科技IT、文化、綠能及機場營運各面向。除此之外，機場公司並拜訪法務部暨所屬檢調單位及香港廉政公署(ICAC)等相關單位，務求以公平、公正、公開的原則完成第三航站區國際競圖評選的任務。

第一階段競圖3位入圍者的設計，兼顧了建築造型與航廈多元化功能，展現前瞻思維，也令全體評選委員大為激賞，第二階段的決選中，將考驗設計團隊對機場複雜系統的整合力，滿足2042年桃園國際機場總客運需求8,600萬人次的目標，屆時會是目前吞吐量的二倍之多。除了第三航站區的設計之外，桃園國際機場也致力於現有航廈，無論動線、設施、運能或服務品質的改善，短時間內也會成為強化國家經濟發展的亮點，讓國人以桃園機場為榮。

（中央社記者汪淑芬台北13日電）桃園機場旅客量爆增，第3航廈要2020年才完工，機場公司將趕在第3航廈啟用前，再建一座較小型的第4航廈。

交通部長陳建宇今天證實，桃機要建第4航廈，機場公司已向交通部及行政院做過初步報告，正研擬細部計畫。

近幾年，台灣積極推動觀光，加上開放兩岸直航，觀光客大幅成長，另許多國家陸續提供台灣免簽證優惠，桃園機場旅客量也爆增。

目前桃園機場第1與第2航廈年旅客容量分別是1500萬與1700萬人次，總共是3200萬人次，但去年桃機旅客量已破3500萬人次，預計今年將超過4000萬人次，很多旅客都明顯感受桃機愈來愈擁擠。

因第3航廈最快2020年才完工，桃機公司已開始進行第2航廈擴建，預計2017年陸續完成，年旅客容量可增加500萬人次。

不過，桃機公司估計，桃園機場每年約10%的成長率，要提升機場服務水準，有必要再增加航廈空間。

根據桃機公司的初步規劃，將利用第1航廈1號停車場建第4航廈，航廈可供4架單走道飛機及1架雙走道飛機停靠，年旅客容量約500萬人次。

桃機公司評估，到2042年，桃園機場旅客量可達8600萬人次，第3航廈到2042年的旅客容量可提升至4500萬人次，未來第1與第2第航廈年旅客容量可增加至3700萬人次，還要加上第4航廈才能應付需求。

桃機公司將第4航廈定位為智慧型航廈，會更多自助報到櫃台，照明、空調都可隨旅客量多寡自動控制；不過，還未確定第4航廈是提供廉價航空使用，或是將現有1、2航廈某些航線移到第4航廈。

因第1航廈停車場下方有機場捷運通過，第4航廈無法建地下層，配合1號停車場改建為航廈，2號停車場將改為立體化。 1040913

The fourth terminal will be built and finished before terminal 3. Taoyuan International Airport will have one new terminal and bigger terminal 2 before terminal 3 start operation.

this sounds like a piecemeal ship shod idea with no long term grand planning. i wouldnt be surprised if by the time all these terminals get finished (which will be really late as you know as most big projects like this always get delayed especially in bureaucratic taiwan!!) that theres still undercapacity and they need to build another terminal to catch up. but then again taiwan's population is decreasing so who knows.
