That would then necessitate a redesign of phase 1 altogether. The whole design of the Monroe Blocks was contingent on the underground parking structure which would have covered both phases of the project. So the existing structures had to be demolished no matter what.
If they keep the existing structures, then that means there's no longer one huge underground parking garage and that means the entire project has to be redesigned from the ground up.
This is not an ideal situation and so I believe it's unlikely to happening. What's more likely to happen is the existing buildings get demolished anyway but replaced with above ground parking with the potential to build residential on top of it.
