The one near the Sears Tower I think you're referring to is the original Old Post Office Renovation tower. The tapered tower far away is The Beacon of Progress.

The amount of unbuilt proposals in this city is endless, I didn't even know this one existed. The one I always wish got built was the Dearborn Station redevelopment plans. Would have expanded downtown to South Loop much sooner than what ended up happening
