Developer closes on seven-acre site in Jersey City, eyes major residential project

A developer has acquired a series of parcels on the west side of Jersey City for $25.5 million, with plans calling for a large residential project across more than seven acres.

According to CBRE, which brokered the sale on behalf of Alpha Assembly Solutions Inc., the properties include 58 Water St., 39 Mallory Ave. and 244 Culver Ave. An entity listed as Route 440 Owner LLC purchased the land and intends to build a project that will benefit from its proximity to mass transit and other redevelopment plans in the neighborhood.

CBRE’s Charles Berger, Elli Klapper and Mark Silverman arranged the sale in conjunction with Thomas Mallaney, Bill Waxman and Kevin Dudley. The firm did not provide additional details about the proposed redevelopment.

“We are very excited to have played a part in what is surely to be the beginning of a large-scale redevelopment and eventual renaissance of this area,” Berger said. “We believe this project will follow in the footsteps of the Waterfront and Journal Square’s incredible success. Both neighborhoods have seen tremendous redevelopment with very high rents and luxury apartments surrounding transportation hubs, allowing for easy access to New York City.”

The roughly 7.2-acre parcel sits near the Hackensack River in an area that is rezoned for residential and commercial uses, CBRE said. It is just blocks from the Hudson-Bergen Light Rail’s West Side station and steps from the proposed light rail stop within the 90-acre, mixed-use Bayfront Redevelopment Project across the street.

You know what I see..... an overdue HBLR extension

JC's skyscraper ambitions continue to astound me. This city will be unrecognizable in the future, in a good way.

JC skyline is gonna be epic in a generation.

The nearby Bayfront Redevelopment has 8,000 units, so it will be a whole new neighborhood in the years to come.

3,046 units with this project and add the 8,000 Bayfront will yield, and it will be quite a dense neighborhood.

Hence the transit additions. It will be needed.

NJT is planning on eventually getting the HBLR West Side line to downtown Newark right?

It would be, at least the aim to combine with the light rail in Newark. Which also feeds into Newark Penn. Might be part of later phases. A slow moving proccess but ultimately the goal along with expansion to proxy suburbs heading West.

Told you Chris this was a real development

There is also a half dozen mid rises being planned along route 440. The HBLR may also see an expansion across the river to Newark. The area will be completely transformed within a decade.

Jersey City is the boom spot of NJ. Its in a league of its own. Also some biggies unit count wise in Bayonne.

I wish Newark would boom on the level of Jersey City. Granted, plans in the pipeline, things happening but not on that level. Its anemic in its growth compared to what's East of the Passaic.

One of the co-developers is Bushburg Properties. They build a ton of housing in Brooklyn, most of it high-quality. They're an Orthodox family, very under the radar, but are major players.

Cool - both these developments are in areas of town that really need the development. That's 3,900 units planned near the HBLR line. When the pandemic is over, I can't wait to visit the New York metro region and check out my old haunts and some of the new development.

Massive High-Rise Complex with Over 3,000 Units Proposed Off Route 440, Jersey City

A newly proposed development project could dramatically change Jersey City’s West Side should the complex end up coming to fruition.

Four high-rise towers are envisioned for a group of properties near Route 440, including 58 and 80 Water Street, 39 Mallory Avenue, and 244 Culver Avenue, according to a pending Jersey City Redevelopment Agency (JCRA) resolution.

The document says that this project by a firm called Route 440 Developers, LLC would be developed in three phases and that the company already owns five of the six parcels that are the subject of the plan. Route 440 Developers, LLC is listed as being “under contract to purchase” the remaining lot.

The first phase would reportedly include a 30-story building at 80 Water Street that would be made up of either 473 or 492 residential units along with 11,600 square feet of retail space. This phase, which had been the subject of a withdrawn JCRA resolution in May, also involves reserving land for the Hudson-Bergen Light Rail’s expansion to the upcoming Bayfront complex across Route 440.

The second phase would be the development’s largest, consisting of a building with a 38-story tower and a 55-story tower, according to the resolution. This building would bring 1,567 units and nearly 132,000 square feet of retail space to the area.

A 55-story building would make up the final phase, bringing 1,039 units and 7,000 square feet of retail space with it.


Nearly 2,000 “automated” vehicle parking spaces and five large bicycle storage rooms would be included throughout the complex, which would likely be the tallest development in Jersey City outside of Ward E and Journal Square.

The resolution notes that the JCRA is seeking to negotiate a redevelopment agreement and launch a funding agreement with Route 440 Developers, LLC. If approved, the resolution would formally designate the company as the redeveloper of these premises, which include the old Fry’s Metals site.

The JCRA Board of Commissioners is scheduled to vote on this matter during a virtual meeting on Tuesday, June 15, at 6:00 p.m. This all comes after several of these tracts were sold earlier this year for $25.5 million, according to CBRE.

Renderings Revealed for 3,000-Unit West Side Crossing Project, Jersey City

The company behind a three-phase development that would add residences, retail, amenities, and greenery to an emerging neighborhood near the Hackensack River in Jersey City has officially submitted an application to move forward with an initial portion.


Plans first emerged last summer looking to revitalize a group of properties near Route 440 in Jersey City, which includes parcels along Water Street, Mallory Avenue, and Culver Avenue. The plots total about 8.29 acres and are owned by Brooklyn-based Bushburg Properties.

Portions of the land will be home to an extension of the Hudson Bergen Light Rail system, an endeavor currently under construction. 3,700 new feet of elevated trackage and a new rail station at the city’s Bayfront project are included in the expansion, a reality that will be worked into Bushburg’s sky-high redevelopment.

Dubbed West Side Crossing, the entire project includes 3,079 residential units and has been designed by Hoboken-based Marchetto Higgins Stieve. Bushburg recently released renderings of the complex and have already submitted plans for the first phase that looks to subdivide the parcels and realign several rights-of-way regarding the Light Rail extension.

The second phase of West Side Crossing would be the largest, consisting of two connected towers rising 55 floors and 39 stories. A total of 1,567 units, 1,118 parking spaces, and 910 bike spaces would be included in this phase plus a whopping 109,310-square feet of leasable retail space.

The third phase is slated to feature a final 56-story tower containing another 1,039 residential units, 529 parking spaces, 529 bicycle spaces, and 7,000-square feet of retail. The last portion of the work would add 30,672-square feet of park area underneath the light rail tracks, completing a 119,769-square foot public linear park spanning the complex.

A presentation given before the Jersey City Redevelopment Agency (JCRA) last June stated that West Side Crossing’s current proposal would dedicate about 50% of the land to the future light rail and open space. Bushburg’s application says that their four-tower vision can be built as-of-right, as no deviations are required from the area’s Culver Redevelopment Plan thanks to open space bonus provisions.

Bushburg submitted an initial application to the city last January before the company’s presentation to the JCRA. The planning board still needs to sign off on the proposal, but a date to hear the company’s application has not been announced.

Jersey City is kinda underrated for the amount of development going on.
